The US isnt downsizing. Infact the number of required aircraft carriers is 12 as mandated by the govt. and repeatedly urged by both the House/senate and the president.
Thats why early decommissioning of USS Harry S.Truman was cancelled.

Not only that but the 10 LHA also can now perform the role of light carriers, since they can carry F35B and sustain sortie rates at least 30% of that of the principal a/c carriers. Add to that Japan's Izumo class ships and there's going to be quite a lot of competition in the next decade.

LHA are less expensive than heavy carriers. China is expected to have at least 10 LHA with Type 075 replacing Type 071. Japan's carriers can be countered by Russia's 2 LHA Vladivostok and Sevastopol.

First of all 075 and 071 are completely different categories and neither is going to replace the other, since they are meqnt to work in conjunction.

Even though LHA can perform the role of a light carrier, its in no way capable of replacing a nuclear supercarrier even on a 3:1 ratio (if going by costs), because it doesnt have the speed and survivability characteristics required to execute key operations demanded by the CVW ( not able to deploy AEW aircraft being on of them).

At best LHA with an airwing of about 24 F35B will be able to augment an existing CSG by opening another attack axis with a about 60 sorties a day rather than by adding brute force ( which a supercarrier isnt exactly shory of, 200+ sorties a day)

After a second look they are indeed there since some time and also they look more like movable halls/shelters, albeit smaller than the ones, which hide the carrier.
