That will take a few years before the Z-20 fleet reach anywhere near that level, maybe a few years shorter if including Army Aviation units, though.

I don't think it is worth counting INS Vishal at this point as it is likely at least a decade away. But you have neglected .
As I projected some time ago in this forum: 12 x LPD + 6 x LHD by 2025
And also by 2025: 4 carriers (3 in service + 1 l launched)
A bit aggressive, but doable.
