China's sail less submarine? or may be the angle of photo..is there something at midship? or a building behind? a new propulsion system?

I doubt that's a building behind it. Probably still require an area to deploy instruments and enter/exit. We've heard the rumours about sail-less submarines and rim drive propulsion for about a year now.

PLAN's planning is based on the same cycle as the overall national 5-year plan. We are currently in the thirteen's 5-year plan (2015-2020). Chinese government just does not make this sort of adjustments on a whim. So I highly doubt the statement unless he can provide a source.

The current 13-5 went through many years of debate and we also learned about it because of the propaganda bombardment.
The next phase of PLAN development plan might be finalized some time in 2021

I've heard of this slowdown in defense spending... from the National Interest. Are they just making conclusions based on how Trump claims China is hurting from his trade war therefore defense spending must be down also? I'm still waiting for how China was supposed to collapse from the 2008 Western financial crisis they said was going to happen. I find it funny how anything seen as bad news for and coming out of China has to be the truth when people charge China lies. Just like how it annoyed Western countries that China wasn't collapsing from the 2008 financial crisis that they were talking about ganging up on China and then all of the sudden bad news came out that China's economy was slowing. Was that news the truth or was it just China lying to throw Western countries off? Has there ever been not a report that China's military spending was being hurt? I remember when China was on a building frenzy of submarines I think was a decade ago, there was a story that China only had enough money to train a crew for only one submarine. Or how when the Type 98 MBT came out they said that China could only afford to make no more than two dozen. Then a picture came out of a PLA exercise where you saw a long column of T-98s rolling across a dirt road where just by counting how many antennas, it was more than two dozen.

Western propaganda and lie machine is more effective and well run than PRC's and India's put together (that's saying something!). Some things are said just for the purposes of seeing reactions or duping their own internal factions. There's a long history of mastering psychological warfare. I would ignore this "information". You guys have speculated on several possible purposes already. There are dozens more.

Thinking about it from a China only perspective, I think the news doesn't hold merit unless the newest 055, submarines, and carrier is determined by PLAN to be of the highest capability and enough to deter or go to war with the US in regional waters. This isn't true no matter how good anyone thinks of these things and certainly the subs (not counting 095 and 096) and carrier are weaker links than something like the 055. Even then, it is expected to get upgraded weapons and full IEP with railgun. So PLAN certainly will still want numbers and if somehow there's truth to the budget not being enough at around a measly 2% GDP (PRC can more than double this to reach what most military countries spend), the army can suffer because airforce, navy, and strategic improvements take priority. Cutting the navy budget now is exactly the opposite of what they need and probably will be doing.

This guy sounds like he is full of crap. Oh, he was one of those guys advising McNamara how to lose the Vietnam War?

If China wants to solve the Taiwan problem, they should be increasing instead of decreasing military spending for the next 20 years. I do not believe a word that guy says.
