They have the Money, my question is the teaming.
You have at the core of this program the two capitals of the Pax Europa , Germany and France. When you add in Spain you have the core of Airbus. Problem is do they have a partnership that could make this a successful program?
France runs its defense programs based off potential for export with only a couple cases where they don’t bother being nuclear technology related. When it comes to fighters they want to be able to sell to anyone looking to buy.
Germany however is another mindset entirely. In the cold war they didn’t mind selling but increasingly they have been becoming more and more restrictive in exports. Airbus executives have complained loudly that they could have it all set to sell helicopters to someone only to have Germany pull the rug out from under them because a single screw is made in Germany.
Increasingly German arms makers are being run out of business. HK is on the verge of Bankruptcy again, because due to restrictions on who they can sell to and a weak civil arms product line combined with having to fight German legal battles they are hemorrhaging money.
So you have two parties at the heart of this who want to make it the Eurofighter 2.0 but one is happy to sell to anyone the other not.
My suspicion is that France May break away again from this program as they had Typhoon and Tornado to make a Export friendly fighter.

Looks like LockMart is setting the design standard still.
Of american fighter houses, this one looks more Boeing than anything else. Former MD school, to be precise.
Even more so than Northrop.

LM planes are quite different.

not money for major military investments, OK what's major?

since they don't have anything 5Gen now, they couldn't use an incremental approach, so ...

50 (fifty) billion Euros to be sunk in development minimum

(I'm talking a true 6Gen: all-around stealth; supercruise; optionally manned; you name it LOL you may even tease me with lasers here)

This is how I rate European naval power

UK
France
Italy
Germany
Spain

1-UK simply because of power projection with 2 x aircraft carriers , France has 3 x LHD but a UK also has 2 x LPD, 3 x Bay Class landing ships
2-France takes second since they have a nuclear powered aircraft but only one so behind the UK
3-Italy is my opinion is one of the most underrated naval powers, very good flat deck capability and although Spain has 2 x LHD overall warship tonnage is more capable for Italy plus they have a ski jump carrier and another new flat deck
4-Germany although has heavy tonnage because they lack any flat deck ships they are behind Italy in my opinion
5- Spain has 2 very good LHD but lacks any serious warship tonnage so no.5

overall flat deck we have

2 x Carriers
2 x LPD
3 x Bay class docking ships

France
1 x carrier
3 x LHD

Italy
2 x carrier
3 x LHD

Germans lack any flat deck warships

Spain
2 x LHD
2 x LPD

Many forces canibalize for parts to keep operating assets in working conditions. Well secondary assets may suffer that’s their lot in life.
