Maybe the US should decide first the purpose of its navy/military.
After that it is easy to establish the required number and type of ships.

The United States Navy knows EXACTLY what it's mission is..

Mission: The Department of the Navy will recruit, train, equip and organize to deliver combat ready Naval forces to win conflicts and wars while maintaining security and deterrence through sustained forward presence.

Vision: We are an integrated Naval force that will provide maritime dominance for the Nation.

To accomplish this in the face of current and emerging challenges, we must renew our sense of urgency and speed of execution throughout the entire organization.

They can use the SEVMAHS drydock to repair the Kuznetsov.

Only problem is the Nakhimov occupy the required space at the moment.

I read some reports which said the Kuznetsov doesn't have the propellers installed at this moment. Don't know if that is true or not.
What I last heard was that they were supposed to merge together two submarine docks at Murmansk into a single dock and use that.
Don't know how credible those reports are though.

The video also goes into some speculations which are quite poor though. For example the Pyotr Velikiy battlecruiser is supposed to start its overhaul only after the Admiral Nakhimov is in service. The Project 22220 icebreakers are being built at the same shipyards in St. Petersburg where the Kirov-class battlecruisers were originally built. So clearly there is spare dock capacity there if it came to it. It is also easy to underestimate the facilities Sevmash has for building submarines. I mean just look at the displacement and sheer size of some of those.

Plus, like I said, since Russia got Crimea they have the Kerch Shipyards. Here's what Wikipedia says about the Zalyv Shipyard dry dock.
The shipyard is 350 acres (0.55 sq mi) main drydock large 60+ m, wide 365 m, more than 10 20 m hollow, two tall gantry cranes each can hold 200 within 500 ton and vessel ton up to 150000 ton or more.

That is large enough to build a carrier of the size of the Kuznetsov.

Mission not equal with purpose.

Your description := 20% motivational stuff, 80% job description.

Purpose is a political stuff, born at the congress/executive power ( should be citizen's will).

They need with, not length.

The usual dock is not wide enough.
