This article doesn't make much sense to me.
Rockets already has oxidizer within the propellant mix so basically they are using the electromagnetic force as a booster but this part;

You can't boost a conventional artillery shell with electromagnetic force since the acceleration profile between conventional artillery and rail gun and/or or any other kind of electromagneticlly propelled mechanism is completely different.
Doesn't make sense to you, Google expert? Good. Means it works LOL

I wonder if Asia Tiimes "staff", or some journalist elsewhere, added the bit about thin air, since they're not quoting anybody. As I see it, this is not about shells, as that would basically be a railgun or coil gun. Its about boosting the range of rocket artillery, so that short range can become medium to long range, etc.

The news is legit, but "atimes staff" was a known low quality source of info. Some atimes columnists produce good analysis, but the editor name "atimes staff" almost never had good accurate reports. This time the original Chinese text report contains very short relevant info. ATimes translated a blog that contains a lot of speculative stuff.

Some sort of weapon system is being worked on. The name they used is:"EM Catapult for Field Rocket Weapon System". The text suggests the idea came from the EMALS on carrier. So, a reasonable guess would be some variation of it. Based on the lead researcher's expertise, this is not going to be a ship-borne system. They describe it as a more effective MLRS, possibly with faster initial speed. All the details are still unknown.

You absolutely can augment chemical propellant with electromagnetic acceleration as long as the attained velocity doesn't generate a back EMF in the projectile greater than the supplied EMF. Having different acceleration profiles has zero significance on the viability of combining chems with EM. Their accelerations will simply be linearly combined.

I'm guessing first you'd want to use a propellant and then accelerate the shell, once out of the chamber, some more by what would be a coilgun??

(sorry if it's not what you meant, but that's the only set up I could imagine LOL I mean non-humorous set ups)
 
Not to any system that carries its own oxidizer (like an artillery shell), no.
yeah I happened to hear the Soviets had shot 23 mm "aircraft" gun up in the space (off a Salyut-3) back in 1970s, so I'm wondering why fanbois are fed Yesterday at 2:12 AM
