Modernizing a prototype would be even more expensive.
Idea is a shared development, though.
While F-2 is more or less a member of viper family, from F-2 development standpoint basic F-16 is exactly a prototype.

My point here is what Boeing and Northrop-Grumman may be more interested in such a deal than Lockheed.

not sure why Japanese even talk their own stealth aircraft development while spending one percent of GDP on Military;
I know it's almost fifty bil per year (#8 in the world:

Japan’s Maritime Self Defense Force has commissioned its ninth Sōryū-class submarine during a March 12 ceremony in the Hyōgo Prefecture.

JS Seiryū (SS-509), as the ninth boat in the class is named, was built and delivered by Kawasaki Heavy Industries and will be homeported in Yokosuka.

Kawasaki Heavy Industries launched the country’s tenth Sōryū submarine on November 6, 2017, while construction is underway on boats eleven and twelve.

The 84-meter long submarines are the world’s largest conventionally powered submarines. They are also Japan’s first to be fitted with air-independent propulsion (AIP) systems that enable them to remain fully submerged for longer periods of time thanks to Kockums Stirling AIP engines.

Manned by 65 sailors, the submarines displaces 2,950 tonnes and travel at speeds of 20 knots.

JMSDF now has nine submarines in active service with the tenth set for delivery to JMSDF in March 2019.

"me too" is the a perfect word for couple of the ongoing hysteria of "making stealthy get" projects without the necessary technological and industrial foundations. There was no such hysteria when F-22 and F-35 were out, nor Sukhoi T-50 as US and Russia are widely acknowledged to be the leaders which is true. But when J-20 and then FC-31 came out, everybody else got hysterical, "if China can, everybody can", so we see the KFX, ATD-X and TFX as if one can just buy the key techs and assemble their own stealthy jet. If it works this way, why they haven't been done already long ago?

Back to the topic, I am sure F-35 is and probably was the only choice for Japan, ATD-X was just a study and maybe a bargain (unlikely to work though). Both US and Japan know it.

Clearly Japan's Coast Guard is unaware that Japan is a vassal state of the US.

Of course Japan could actually sanction the United States in some way for refusing to hand over the officer, but we all know they won't.
if I were you, I would be careful speaking for Coast Guard; saying a country is "a vassal state"; telling what "we all know" won't happen according to you, while LOL contrary to you, I don't know the future

Japan's main governing Liberal Democratic Party plans to propose introducing F-35B fighter jets and a multi-purpose aircraft carrier to be operated under the country's defense-only stance.

The government is to review the National Defense Program Guidelines this year for the first time in 5 years.

On Tuesday, the LDP panel on national security compiled a set of proposals to be considered.

The panel stressed the need to enhance Japan's defense capabilities both in quality and quantity. It said North Korea's nuclear and missile development and China's military buildup and growing maritime presence are creating a security crisis.

The panel will call for procuring a multi-purpose aircraft carrier that can also serve as a hospital ship. It will be operated solely for defense purposes. Retrofitting of the Maritime Self-Defense Force's destroyer Izumo is to be listed as an option.

The panel also wants the Defense Ministry to acquire advanced F-35B stealth planes, which can take off from short runways.

Panel chair Gen Nakatani suggested Japan must become able to hit back at enemy bases.

The LDP plans to submit the proposals to the government for discussion in late May.

As regards the new news about the potential for F-35Bs from the Japanese government.

Hehehe...not unexpected or surprising...not at all, and certainly not fanboi junk either. Sch news has been expected. But until actual funding is set aside, we will continue wto wait and see.

Having said that, IMHO, the Japanese have been planning this from the day they began planning the first two smaller Hyuga carriers...and may implement one small squadron on one the Izumos...and then build an even larger carrier class to carry two or three squadrons ultimately.
