Based on the language, my interpretation is that 15 colleagues in Wang's department perished between 1990's (when the Chinese CV project started) and 2012 when the CV-16 was commissioned. Although China only got the Varyag in 2002, their CV project must've started way earlier.

Even if we only start counting when China got the Varyag, that's still 10 years. That's a little more acceptable than 15 people died within 15 months as some implied earlier...

I'd like to interpret it as below:
The system principle designer of Liaoning, senior engineer of 701 institute of CSIC, Zhiguo Wang stated while interviewed by China Youth Daily, "The workload of reform work of CV-16 was heavy and the schedule was tight. The team accomplished 30 months workload within 15 months. There were nearly 15 coleagues sacrificing themselves on duty in a sigle department."

Npw that they have CV-17 in the water and the Type 055 in the water...news on CV-16 and Type 052Ds seems almost "old hat."

But it is not.

The PLAN is now regularly sending out a carrier battle group to conduct exercises, just like the US and other nations with active carriers do.

That's big news and will only increase as they build more carriers and increase their tempo.

A Chinese naval formation including aircraft carrier Liaoning will visit Hong Kong Special Administrative Region (HKSAR) in early July in celebration of the 20th anniversary of the People's Liberation Army (PLA) being stationed in HKSAR.

Liang Yang, spokesperson for the PLA Navy, said Sunday that the flotilla will also consist of guided-missile destroyers, missile frigates, J-15 fighter jets, and helicopters.

Officers and soldiers will attend various exchanges and activities with Hong Kong residents and the PLA Garrison in the HKSAR, and the warships will be open for the public to visit, Liang said.

The visit will help increase Hong Kong residents' understanding of achievements made in national defense and army building, especially naval building, Liang said.

The PLA Hong Kong Garrison has been responsible for the defense of Hong Kong since its return to the motherland in 1997.

The ship will be open to visits on Jul. 8 and 9 and on each day there will be 1,000 tickets available to Hong Kong residents.

Collection of tickets are at these three locations: Central Barracks, Gun Club Hill Barracks and Shek Kong Barracks. Time is from 1300-1500 hrs."
