The daily mail is a British tabloid, and does not have an American addition it only publishes Commonwealth and continental regional editions including India and North Africa. Although it can be read online now. It doesn't have A US subsidiary.
I have only seen it twice in paper form on the US continent at an international airport, and in Washington DC at the news museum.

Cage or Slat armor is intended to work by catching RPG type rounds and making them prematurely detonate. The Shaped charge effects are limited unless they make direct contact with the Vehicle hull. It's also lighter in weight, easy to bolt on and allows seeing through it which is why it became so popular.

If they were worried about that they would have traded the Type 92's in. The Vehicle is a light APC protected from small arms. A M2A3 with it's 25mm would chew it up as a light snack. It's armored but not that well armored. the Slat armor is more of a stop gap I think well the PLA figures out if they want to buy MRAPS.
That said If you look at the latest Tanks/IFV and Tank/IFV up armor kits. they still have Slat armor around the power packs and parts of the turret.
Well ERA and a combination of Soft and Hard kill APS have been added. It's part of a Comprehensive armor set. heavy armor around the parts that need it lighter where you can get away with it.
TUSK, BUSK, T90MS, T14, Leopard Revolution, Even a fully kitted out Vt4 or Type 99 would have some Slat.
