YEs...they were all designed with a requirement to get through the Panama Canal in mind.

The Montana class was not going to be...but it was never built. ...

(a preliminary design, 70k displacing, 320k hp (!) for 33 knots; Garzke&Dulin say at p. 161 "Although a 33-knot maximum speed was very desirable, the General Board was well aware of the prohibitive penalties associated with this speed, in term of ship size and required SHP. In 1940 marine engineering was capable of providing about 50,000 SHP per shaft. Any design requiring more than 200,000 SHP would probably require either turbo-electric drive to limit the shaft length or six shafts to provide the required power.")
