COUNCIL DECISION (CFSP) 2016/1071

of 1 July 2016

amending Decision 2014/512/CFSP concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 31 July 2014, the Council adopted Decision 2014/512/CFSP

On 19 March 2015, the European Council agreed that the necessary measures would be taken to clearly link the duration of the restrictive measures to the complete implementation of the Minsk agreements, bearing in mind that the complete implementation was foreseen for 31 December 2015.

(3)

On 21 December 2015, the Council renewed Decision 2014/512/CFSP until 31 July 2016 in order to enable it to further assess the implementation of the Minsk agreements.

(4)

Having assessed the implementation of the Minsk agreements, Decision 2014/512/CFSP should be renewed for a further six months in order to enable the Council to further assess their implementation.

(5)

Decision 2014/512/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

The first subparagraph of Article 9(1) of Decision 2014/512/CFSP is replaced by the following:

‘1. This Decision shall apply until 31 January 2017.’.

Article 2

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

Twenty home-made explosive devices equivalent to more than 40 kilos of TNT, as well as ammunition, shells, and other weapons used by the Ukrainian Army’s special forces were discovered at the scene.

Two more attempts by Ukrainian raiding and terrorist groups to breakthrough were prevented by Russian forces on Monday. Kiev’s armored vehicles provided covering fire for the groups from the Ukrainian side, the FSB said, adding that one Russian serviceman had been killed in that operation.

A network of agents from Ukraine’s chief intelligence directorate has been uncovered in Crimea, according to the FSB, which said it included both Ukrainian and Russian citizens that provided assistance in preparing terrorist acts.

Those suspects employed by Ukrainian intelligence are now giving their confessions, the FSB reported, adding that the captured group includes one of the organizers.

A criminal case has been opened and additional covert and investigative activities are being conducted in the region.

The thwarted acts of sabotage and terrorism were aimed at destabilizing the social and political situation on the peninsula ahead of both local and federal elections, the FSB said in its statement. Ukraine’s General Staff has said the reports of groups raiding Crimea are provocations.

A Ukrainian defense intelligence spokesman refuted the FSB report, telling Reuters that the information was “fake.”

Meanwhile, security in the region has been tightened due to the discovery, the FSB announced, saying that additional security arrangements have been made near major infrastructure objects, in crowded places, and on the Russian-Ukrainian border.

Last year, electricity supplies to Crimea were cut off after a group supposedly led by several Ukrainian politicians used explosives to down a pylon in Ukraine’s Kherson Region. Radicals from the extreme Right Sector Ukrainian nationalist group and representatives of Crimean Tatar nationalist organizations continuously blocked attempts to restore the power line.

There are certain factions that would want to wage war against Russia to the last Ukrainian . Indeed, there are reports of Ukrainian troops moving towards Crimea . Don't know what are they planning, but it doesn't look good .

Russia claims it foiled Crimea 'terrorist attacks' by Ukraine
Russia's security service on Wednesday said it had thwarted "terrorist attacks" in Crimea by Ukrainian military intelligence and beaten back an armed assault, but Kiev denied the claims.

The Federal Security Service (FSB) said in an Aug. 8 statement that one of its officers was killed in armed clashes while arresting "terrorists" on the night of Aug. 6-7 while a Russian soldier died in a firefight with "sabotage-terrorist" groups sent by the Ukrainian Ministry of Defence.

The allegations will fuel further tensions in the feud between Russia and Ukraine, sparked when Moscow annexed Crimea from Kiev in March 2014 after Kremlin-backed president Viktor Yanukovych was ousted.

Ukraine's national security council chief Oleksandr Turchynov blasted the claims as "hysterical and false" and said Moscow was trying to stoke fear in Crimea.

Ukraine's Defence Ministry dismissed the allegations as "nothing more than an attempt to justify the redeployment and aggressive actions" of Russian forces in the region.

The Organization for Security and Co-operation in Europe (OSCE), which is monitoring the frontier between mainland Ukraine and Crimea, did not report any incidents. But it said road traffic was halted this earlier this week and border guards appeared to be on "heightened alert."

In its statement, the FSB — which controls Russia's border guards — said it had "foiled terrorist attacks on the territory of Crimea prepared by the intelligence directorate of the Ukrainian Defence Ministry".

"The aim of the sabotage and terrorist attacks was to destabilize the social and political situation" ahead of elections in Russia and Crimea next month, it said.

The security agency said that in the Aug. 6-7 raids, several people were detained, including a Ukrainian military intelligence officer, and a cache of explosives was discovered.

"On the night of Aug. 8, 2016, special operations forces from the Ukrainian Defence Ministry carried out two more attempts to make a breakthrough by sabotage-terrorist groups," it said.

The assault included "massive firing from the side of the neighboring state and armored vehicles" but was beaten back by the Russian authorities, the statement said.

The FSB said it had stepped up security measures around the peninsula following the alleged incidents.

Election Tensions

Russia seized Crimea in 2014 after sending in thousands of special forces troops to take control of Ukrainian bases and holding a hastily organized referendum that was rejected by the international community.

The move shattered ties between the two ex-Soviet neighbors and sent relations between Moscow and the West plummeting to their lowest point since the Cold War.

Since its annexation by Russia, Crimea has remained largely peaceful.

However, a separatist conflict — that the West and Kiev blame on Moscow — has killed some 9,500 people in two regions of Ukraine's industrial east.

Fighting in the east between Ukrainian forces and pro-Russian rebels is still rumbling on as a peace deal to end the violence fails to make progress.

Russia is gearing up for nationwide legislative elections on Sept. 18, and Russian President Vladimir Putin has warned his security officials that "foreign enemies" are seeking to disrupt the vote.

Crimea governor Sergei Aksyonov said any attempts to destabilize Crimea at the height of the tourist season will be prevented "in the harshest possible way."

"The safety of residents and guests of the peninsula is fully assured," he wrote on Facebook.
