Chinese Rear Admiral visits ITS Carabinere

The Carabiniere is the most recently commissioned Italian FREMM frigate. They have launched six so far, two General Purpose (GP) frigates and four ASW frigates. They plan four more GP frigates for a total of ten.

The Carabiniere is one of the ASW variants. They are powerful frigates at 6,900 tons for the Italian FREMMs. They carry:

- 16 x SYLVER VLS for Aster 15 and/or Aster 30 missiles
- 08 x Otomat ASM or LACMs
- 04 x Milas ASW missiles
- 02 x 76mm Main guns
- 02 x 25mm auto cannonas
- 02 x 3 MU90 torpedo launchers
- Dual hanger fo 2 x SH90 ASW helos

WASHINGTON (NNS) -- Chief of Naval Operations Adm. John Richardson participated in a video teleconference (VTC) January 19 with his Chinese counterpart, People's Liberation Army (Navy) (PLA(N)) Commander Adm. Wu Shengli to discuss the state of relations between the two navies.

The two-hour discussion was the third time Richardson has engaged with Wu over the VTC, the last being in October 2015. Conversations between the two heads of navy serve to establish a dialogue that reduces risk of miscalculation between their two forces.

"I value these discussions--face-to-face interaction and frank exchanges help build a personal connection that benefits both our navies now and into the future," said Richardson.

Richardson and Wu highlighted progress in the relationship between the U.S. Navy and PLA(N), noting successful exchanges and visits that occurred during 2015. Each conveyed willingness to build on that progress in 2016.

Of note, both admirals discussed upcoming opportunities to meet in-person for the first time later this year.

吴胜利指出,去年以来,在中美两国积极构建新型大国关系和新型军事关系的背景下,两国海军互访交流日益频繁,务实合作不断深化。要进一步丰富中美新型海军关系的实质和内涵,继续保持高层交流互访,推动舰队级领导互访机制化;加强一线指挥员和官兵间的交流合作,做好参加“环太平洋-2016”演习准备;开展医院船互动合作,联合组织人道主义医疗服务;深入落实《海空相遇安全行为准则》,防止误解误判和危险接近的发生。

吴胜利强调,近期中国在南沙群岛永暑礁新建机场成功进行了校验试飞活动,目的是检验机场设施是否符合民用航空标准,以更好履行中方承担的国际责任和义务,提供更多的国际公共服务。我们在南沙岛礁建设必要的防御措施并不是军事化,但却引起个别国家和媒体的恶意炒作。岛礁是否军事化,关键在于岛礁建设的目的和建成后的用途。我们绝不会谋求岛礁军事化,但也绝不会不设防,防御设施的多少完全取决于我们受到威胁的程度。中国海军有决心有能力保卫南沙岛礁的主权和安全。

理查德森表示,2015年中美两国海军开展了深入务实的友好交流活动,是双边关系发展最富有成果的一年。希望继续保持这种良好势头,进一步加强务实交流合作,推动两国海军友好关系深入发展。美国海军将在遵守国际法的前提下,继续在南海及世界其他地方进行自由航行和飞越。(莫小亮 汪国征)

BEIJING, January 19 (ChinaMil) -- The officers and soldiers of the Marines Corps and a special operations regiment under the PLA Navy set off from south China’s Guangdong Province, and headed for northwest China’s Xinjiang Uygur Autonomous Region for a trans-Military Area Command (MAC) long-distance maneuver training early this month.

Several thousand Marines and special operations members were projected to a training base in Xinjiang by a number of means, such as air, railway and highway. The entire process involved seven provinces, with a trans-MAC maneuver distance of up to 5,900 kilometers.
This not only marks the kick-off of the realistic training of the PLA Navy Marines Corps in 2016, but also is an action with the longest force projection distance, longest time and biggest span in the history of the PLA Navy Marines Corps.

The PLA Navy Marines Corps also broke the habit of going to a cold region for acclimatization training first and then conducting the realistic confrontation. Instead, they directly conducted the realistic confrontation drill after arriving at the Gobi Desert in Xinjiang, which tests the emergency handling ability of the Marines in a strange region to the maximum extent.
Yin Zhuo, director of Naval Informatization Expert Committee, said that the Chinese Marines Corps not only carries out amphibious operations, but also performs such tasks as anti-terrorism and overseas operations, and is an "elite troop".

The missions of the Marines Corps include landing operations on islands and islets, as well as long-distance power projection. Yin Zhuo pointed out that it is very inappropriate for foreign media to claim that the PLA Navy Marines Corps may become an "expeditionary force". The so-called "expeditionary force" refers to an overseas intervention force like the Marine Corps of western countries, especially the United States.

Between hegemony and anti-hegemony, China certainly chooses anti-hegemony, and its overseas power projection will also be anti-hegemonic in the future. The tasks that we take on are the peacekeeping and stability safeguarding tasks under the United Nations flag.

As a permanent member of the Security Council, China will take on increasingly important tasks. We have not joined large-scale operations in the true sense so far due to equipment constraints. The Chinese military will make its contributions if the United Nations needs it in the future.
 
Exist a topic for PLAN Marines Corps ?

I don't doubt that China intends to stick to only sending in an expeditionary force with the consent of the host nation as it does not have the capability to send in a truly overwhelming force at any truly expeditionary distance. I don't believe they even have the equipment to make a convincingly deterring major deployment where they have the permission of a weak host nation but with stronger hostile forces in order to perform say a mass evacuation. It will need to bring multiple LHD's into service, or CV's but using them more as helicopter carriers, to have such a capability.

DILI, Timor-Leste - A Chinese Navy task force on Saturday arrived in Dili, capital of Democratic Republic of Timor-Leste, to pay a five-day official visit to the country.

The task force 152, which comprises a destroyer, a frigate and a supply ship, has been Chinese Navy's first one to pay an official visit to Timor-Leste since it became a sovereign state in 2002.

The three Chinese warships were anchored to Dili port at about 10 o'clock local time in the morning. Timor-Leste's Defense and Security Minister Cirilo Jose Cristovao, China's ambassador to Timor-Leste Liu Hongyang and more than 500 representatives from local Chinese companies and overseas students gave a warm welcoming ceremony to the task force.

Minister Christovao said at the welcoming ceremony that the first official visit by Chinese Navy's task force will definitely further promote the development of the bilateral relationship and defense cooperation, and be of significant importance to world peace and regional stability.

Wang Jianxun, commodore of the task force 152, said that the visit will improve the bilateral friendship, especially the cooperation between navies of the two countries.

After the welcoming ceremony, Timor-Leste government officials and military personnel as well as Chinese nationals attended the ceremony there got on board and visited the Chinese navy destroyer Jinan and frigate Yiyang.

During the visit, officers and soldiers of the task force will hold a deck reception and the two sides' military personnel will visit each other's warship. The task force will also hold an anti-piracy seminar and sports games with Timor-Leste's counterparts.

Commodore Wang Jianxun will pay a visit to the Ministry of Defense and Security of Timor-Leste to meet its minister and commander of Timor-Leste's Defense Force. While the task force's political commissar Ye Jianlin will visit a local school.

Timor-Leste became the first new sovereign state of the 21st century in May 2002. Its capital Dili is the political and economic center and also a major port of the country.

The task force 152 is en route its global voyage started in August 2015 when it finished an escort mission in the Gulf of Aden. Timor-Leste is the 13th stop of its global goodwill visits after a 10-day cruise from Australia's Brisbane
