Wouldn't those engines at the front blow pose a blowing hazard to planes on the flight deck?

I guess one good thing is that you'll never lack good headwind, especially when the ground effect vehicle itself is moving.
oh it's more dangerous then that remember it's Atomic powered.
There are two concepts for Atomic powered flight Direct cycle and Indirect cycle. In Direct you basically have air flow in one side of the reactor and out the other as the air flows in it gets super heated but also Irradiated basically it's exhaust is Godzilla's morning breath.
The Other means is the Indirect system where in the reactor feeds hot liquid metals from the core to the engine unit. It's very very heavy.
So you either cook the crew in radiation or or its to heavy to move. That's why Atomic power is not used in Aviation except for space flight. where small reactor piles can be used for long life probes but just for power generation.
