USAF will downgrade T-X requirements to shave cost

In an effort to reduce cost and speed up its often snail-paced acquisition system, the US Air Force intends to water down the capabilities it expects to see in a new jet trainer, as well as several other ongoing acquisition programmes.

Also in the crosshairs of the so-called cost-capability analysis (CCA) programme are the long-range standoff weapon, the follow-on to the space-based infrared system (SIBRS) and the multi-domain adaptable processing system (MAPS), which is envisioned as a pod to enable communications between stealth fighters.

“By gathering data from a range of sources it should be possible to identify instances where small changes in capability could have a major effect on cost,” James said during a speech at the Atlantic Council in Washington, DC.

The four programmes will be the first to undergo what will be a “specific industry engagement process” to identify capability reductions that the air force could stomach if they are offset with significant cost savings.

“Say we have a requirement for a new jet to fly 500mph, but discovered we could achieve significant cost savings if we amended the requirement to 450mph,” James offered as a hypothetical scenario. “Maybe we might choose to modify that requirement.”

James said the Air Force was about two years from issuing a request for proposals (RFP) on the T-X programme, but did not offer specific examples of what capability requirements might be amended. The program will consider alteration of both “higher level” and “bare bones” requirements, she says.

KC-46 aerial refueling tanker and a new long-range strike bomber. James specifically mentioned the bomber replacement in her remarks.

“It is one of our top three acquisition priorities,” she said. “It is a new programme that is highly classified. There have been no changes to speak of in the parameters, but when we roll out the FY16 budget, it will similar to what was projected in the FY15 budget.”

The Obama administration is expected to publish its budget in early February.

The air force suffers from systemic acquisition sluggishness, James says. In sole-source cases where there is a single known supplier, it takes an average of 17 months to award a contract, she says. Several initiatives are aimed at bringing that gulf to single digits.

Mason University, the air force will unveil the PlugFest Play initiative where it will solicit industry demonstrations of specific technologies with the intention of awarding a contract within months. The first system to undergo the operation will be the distributed common ground system, which collects and distributes multiple sources of signals intelligence for both the air force and Army.

James also announced a $2 million X-Prize for a midsize turbofan engine that could power both commercial and military aircraft.

They made this offer in early December, the Army rejected it just after the holidays.

The Army should go with the Glock 9mm. like most police officers here in this country.:D:p

The Top two are Glocks and Smith and Wesson M&P's. one of the requirements for the MHS is a manual Safety, Standard commercial Glock models lack that feature There are some specialty models have it though.
M&P models have it available and many view the Smith and Wesson M&P in .40SW as as the pistol most likely to take the win.

While I haven't played with the Glock, just never got into them, I have shot the M&P which I liked, just picking it up and blasting away with it was very intuitive, but it will likely never run like the Beretta, the friend whom it belongs to had several stoppages, one of which took me some time to clear at the range, more importantly he also had an Accidental Discharge after cleaning the weapon, and attempting to reload the weapon, he dropped the slide on what he thought was an empty chamber and Kabbllaammooooo! No thanks, there have likely been more ADs with Glock and related striker fired pistols. While I liked the pistol, and shot it very well, and it did have the safety, which I would demand, the Beretta is a much more reliable and intuitive weapon to operate, whats more that fine hammer coming into battery is a sure clue that you are about to go hot?The first Springfield Armory XD I shot in .40 S&W was an ugly repulsive thing, (when you look at the Colt Guvment, Browning Hi-Power, or even the Beretta), but I picked it up and at combat range was just deadly, made me blink, but it was and is a homely thing, surprisingly the several I have shot since were not quite that slick, but I did out-shoot my Army Sergeant Son-In-Law with his XD-M in 9MM, he never took me back to the range with him again???? LOL

I'm a Sig guy but Glocks are good too... But most are single action.

Yes, I love the Sig P-210, although it is a single action much like the 1911, I still would love to try the AT-84, AT-88, or one of Sphinx copies of the same, which are copies of the CZ-75 family of pistols. I would like a Sphinx in .40 S&W, and I might add that the .40 S&W remains very popular as a LE cartridge, the venerable 9MM still holding the edge? The Walther P-88 is also a personal favorite?

Navy sources said it was intended to designate only the modified LCS as frigates, but many of the upgrades intended for those ships are to be backfitted into earlier LCS hulls, blending the types. So in the end, the decision was made to make the change to the entire class.

PEARL HARBOR, Hawaii (NNS) -- The U.S. Navy announced today that the guided-missile cruiser USS Chancellorsville (CG 62) will join the Forward Deployed Naval Forces in Yokosuka, Japan.

As part of the U.S. Navy's long-range plan to send the most advanced and capable units to the Asia-Pacific, Chancellorsville will leave her homeport of San Diego and deploy to Yokosuka in the summer of 2015.

Chancellorsville completed a combat systems update through the Navy's Cruiser Modernization program, making her among the most capable ships of her class. She is fitted with the latest Aegis Baseline 9 combat system, and will be the first to be forward deployed with that capability. The Baseline 9 suite of capabilities includes state-of-the-art air, surface, and undersea warfare systems needed to directly support the carrier strike group.

This ship, along with her counterparts in the Japan Self-Defense Forces, makes up part of the core capabilities needed by the alliance to meet our common strategic objectives.
