Would they not be better used in the Baltic? Caspian Sea really?
The Caspian is large...truly a good sized inland sea. The Russians have historically maintained a flotilla there and kept control of it.

With large shores/borders on Iran, Kazakhstan, Turkministan, and Azerbaijan, the Russians want to make sure nothing develops there that old threaten their own shores and holdings there.

All of those nations ave small navies that operate on the Caspian. Lots of oil and energy resources there.
