ISLAMABAD (Reuters) - Clashes broke out Friday as tens of thousands of Pakistani protesters from two anti-government movements slowly converged on the capital, presenting the 15-month-old civilian government with its biggest challenge yet.

The unrest has raised questions over stability at a time when the nuclear-armed nation of 180 million is waging an offensive against Pakistani Taliban militants and the influence of anti-Western and sectarian groups is growing.

A stone-throwing mob attacked the convoy of former cricket star and opposition politician Imran Khan as he led supporters through the eastern city of Gujranwala. Men brandishing ruling-party posters attacked his convoy, throwing shoes and stones.

Khan's convoy was shot at but he was not injured, his spokeswoman said. The government insisted shots were not fired and promised an investigation into the incident.

"The Chief Minister of Punjab has ordered an inquiry and all those responsible for scuffle will be held accountable," the statement said. "There were absolutely no gunshots fired at his rally and such PTI-driven sensationalism is unfortunate."

Khan's Pakistan Tehreek-e-Insaaf party and supporters of populist cleric Tahir ul-Qadri are slowly heading towards Islamabad, where they plan to occupy main streets until Prime Minister Nawaz Sharif resigns.

In the capital, authorities blocked main roads with shipping containers and barbed wire in a effort to control the marches.

Riot police were out in force but hundreds of protesters began to gather, banging drums, singing and dancing as they prepared to welcome their comrades approaching the city.

KAMENSK-SHAKHTINSKY, Russia (AP) — Russian military vehicles crossed into Ukraine during the night, NATO and Ukraine said Friday, and the Ukrainian president said most of them were quickly destroyed by his troops.

The reported Russian incursion, which Moscow denied, came amid a week of drama over a Russian humanitarian aid mission for people in eastern Ukraine caught in the crossfire of fighting between government troops and pro-Russian separatists.

A statement on President Petro Poroshenko's website said he and British Prime Minister David Cameron spoke Friday by telephone about the reports from Western journalists that Russian APCs were seen crossing into Ukraine near the point where over 200 vehicles in the Russian aid convoy were parked.

"The president said that the given information was trustworthy and confirmed because the majority of the vehicles were destroyed by Ukrainian artillery at night," the presidential statement said.

Poroshenko gave no proof for his comments.

MANILA — The Philippine military on Tuesday captured a former army general wanted in connection with the disappearance of two students in 2006, a case that human rights groups say has come to symbolize the country’s legacy of abductions and abuses of leftist activists by members of the security forces.

The former general, Jovito Palparan, was arrested in a densely populated area of Manila after spending nearly three years as one of the Philippines’ most wanted fugitives.

“This is a major accomplishment,” Justice Secretary Leila de Lima said Tuesday, adding later, “He must now face his accusers.”

General Palparan became known as the Butcher for his aggressive approach to fighting the Philippines’ communist insurgency during more than two decades in the military. In a 2006 address, Gloria Macapagal Arroyo, then the president, singled him out for praise for his contributions to the fight against the rebels.

He was indicted in December 2011 in connection with the disappearances of Sherlyn Cadapan and Karen Empeno, two students at the University of the Philippines who were active in leftist organizations. They were never found, but witnesses later said they had seen the two women in military custody. According to the complaint filed against General Palparan, the women were kept chained in military barracks and were tortured and sexually assaulted by soldiers under the general’s command.

General Palparan, who appeared gaunt and frail when reporters were allowed to question him on Tuesday, denied the allegations. He also said that he stood by his record of aggressively pursuing communist rebels. “I have no regrets for what I’ve done,” he said. “What I did was for the good of the people.”

The Philippines has one of the world’s longest-running communist insurgencies; attacks by the rebels, known as the New People’s Army, take place periodically in both the north and the south of the country. Peace talks broke down in recent months after a series of arrests of high-ranking rebels, although government negotiators say that they continue to seek a deal.

After the dictator Ferdinand E. Marcos declared martial law in the 1970s, members of the Philippine military, police officers and their agents abducted, tortured and sometimes murdered leftist activists with impunity. The practice continued in the years after democracy was restored in 1986, and human rights groups say that it persists today, if to a lesser degree.

President Benigno S. Aquino III, who succeeded Ms. Arroyo in 2010, campaigned for office in part on a promise to address extrajudicial killings, particularly of journalists but also of activists. “President Aquino promised that those who evade the law will be found,” a presidential spokesman, Edwin Lacierda, said Tuesday. “That promise to capture General Palparan has been fulfilled today.”

In another recent case against a military officer, Harry Baliaga Jr., an army major, was arrested in October in connection with the April 2007 abduction of another activist, Jonas Burgos.

Carlos Zarate, a congressman who sits on the Philippine House of Representatives’ Human Rights Committee, said in an interview Tuesday that the arrest of General Palparan did not signal an end to the problem of security forces committing abuses with impunity. He said the case against the general was brought only because the parents of the abducted girls had hired lawyers and put pressure on prosecutors.

“When it comes to cases of impunity, of extrajudicial killings, forced disappearances, it has lessened under Aquino but it is still going on,” Mr. Zarate said.

Mr. Zarate said he and others believed that associates of General Palparan who are still active in the military had helped him hide during his time as a fugitive. In his appearance before reporters Tuesday, the general did not say where he had spent the last three years.

In December 2012, President Aquino signed a law meant to stop the abductions of political activists by security forces. It made the “arrest, detention, abduction or any other form of deprivation of liberty committed by agents of the state” punishable by life in prison and held superior officers liable for abductions committed by those under their command.

Human Rights Watch said in a recent report that extrajudicial killings had declined under the Aquino administration but remained a problem, and that few such cases resulted in convictions. In addition to abductions by members of the military and paramilitary forces, urban death squads prey on petty criminals as part of local officials’ campaigns against crime, the report said.

“The Aquino administration has said all the right things about ending abuses in the Philippines, but what’s missing is the political will to translate those promises into action,” Phelim Kine, deputy Asia director at Human Rights Watch, said when the report was released in January.

Russian accused of hacking detained by U.S.

SEATTLE (Reuters) - A Russian accused of hacking U.S. retailers' computer systems to steal credit card data has been ordered by a Washington State judge to be held pending his trial in October, citing risks that he could flee the country, prosecutors said.
The arrest of Roman Seleznev, the 30-year-old son of a deputy in Russia's lower house of parliament, has increased tensions between the two countries, already at their worst since the end of the Cold War over the Ukraine crisis.
Shortly after Seleznev's arrest was announced last month, the Russian Foreign Ministry said his capture amounted to kidnapping and accused the United States of violating a bilateral treaty.
Russia has demanded his immediate release.
Attorneys for Seleznev asked that he be released from custody to his Seattle apartment until the trial, U.S. Attorney Jenny Durkan said in a statement on Friday.
It said Magistrate Judge James P. Donohue denied the request because Seleznev was a frequent international traveler, had access to money in bank accounts around the world and had the ability to forge fake identity documents, making him a flight risk.
Seleznev faces charges including bank fraud, causing damage to a protected computer, obtaining information from a protected computer and aggravated identity theft, prosecutors said.
His indictment said Seleznev hacked into retail point of sale systems to steal credit card numbers from 2009 to 2011.
The man's father, Valery Seleznev, a deputy in Russia's lower house, said in a statement last month that he intended to take every step to protect his son.
"The defendant is entitled to every protection offered by our system, but will be afforded no special privileges," Durkan, U.S. Attorney for the Western District of Washington, said in the statement.

gotta say with all due respect to upright law enforcement officers everywhere, some of these american coppers dont seem to know what "policing" means.

Interesting how the police released the robbery video footage after the Justice Department told them not to and especially when the officer who did the shooting had no knowledge of the robbery.

If you read the comments made on that article there is a racial divide among America, now that's not necessary a reflection in ALL of America but it does show a deeper rift among the populous that needs to be dealt with. I don't think there isn't much the government could do, but the media could help a lot by telling the stories of African American disposition and injustices, not so much about the Kardashians or celebrity.
