No it's standard procedure to initiate surveillance near Japanese shores.
PRC does the same and haven't a leg to stand on in lodging a protest against Japan.

While that is true, I think both sides seriously need to consider a more stringent code of conduct.

Japanese ships and planes have constantly harried Chinese ships both during exercises and excursions beyond the first island chain, and led to that infamous incident where a PLAN frigate supposedly locked on to a JMSDF ship and helicopter. Without a code of conduct that both sides can adhere to and where the captains and men aboard ships can guide their actions with, such events will only escalate as the PLAN executes more and more exercises and blue water operations beyond its shores.

Otherwise each transiting PLAN ship is effectively left without having robust, mutually accepted policy to stand on, and must rely on their own judgement as to whether that JMSDF seahawk or P-3 buzzing close to them, or that destroyer closing in to nervous range, holds any hostile intent.

The reverse is also true of course, that is to say, JMSDF ships could also be harried by PLAN and PLAAF ships and planes, but geography inevitably means it is JMSDF or JASDF ships and planes which inevitably moves to intercept transiting PLA vessels and aircraft.

I wonder how big a news it is in Japan whenever a PLAN taskgroup or a Y-8 or H-6 plane transits between islands and airspace on way to blue water or for surveillance missions? Eventually it's going to become old news and normal, just like how the USN constantly does exercises in westpac out of yokosuka.

That's on shore, we're talking about naval exercises and drills on international waters. What right does JMSDF think they have believing they should be the only one conducting such surveillance at another country's naval drill without repercussion?

What right does PLAN think they have in dictating another country's affair in international waters?

That depends on the level of interruption. The claim right now is interrupting live fire drills. If the Japanese surveillance was within range of fire drills where they could have been mistakenly hit, then that would be disruptive. According to the Chinese side, information about the exercise and area was released to the International Maritime Organization on Oct 23.

That statement is a double edged sword. Japanese exercises are scheduled right about now for 18 days. So the Chinese Navy will consider what is safe for themselves and not what JMSDF considers what is within boundary and what is not?

Yes the door swings both ways BUT if I recall Japan's exercise is to conduct an island retake scenario which will be within Japan's territorial waters so they will have to be outside the extended water area of 20 NM.
Beyond that it's basically one's own risk to do surveillance at such situations.

Yes, the exercise includes a drill on retaking an island but is that all that is being conducted in those 18 days? No blue water exercises beyond 20 nm?

Report also says that Japan purchased 03 islands in 2012, from which country/party they purchased the islands.? i think its not the right way to resolve the disputed territories issues.

From a Japanese private citizen which bought the right from the original Japanese owner who held it since 1895. The other islands were state owned to begin.
