USN and Russians did this to each other quite frequently during the cold war, and at quite close ranges.

How dangerous this is depends on how close the JSDF planes came, and also whether there are any guidelines in place for both sides to adhere to to reduce risk of accidental conflict

Hard to say. We would need more details...which we are not likely to get.

If the Chinese announced the exercises, and if they were away from normal sea lanes and in international waters, most nations would try and respect the actual exercises, but could also very well send vessels to conduct surveillance and see what electronic communications and sensor data they could pick up. My guess is that the Japanese were there doing that type of thing.

If it involved ships actually hindering the safe and direct navigation of other ships...that would be a different thing and could lead to collissions and dangerous situations.

It just depends on the details.

Other nation's monitoring exerciese and basically being a thorn in the side of someone conducting their own exerciese is not uncommon. Physically hindering them or intruding right into the middle of the exercise and coming very close to the other ships, particularly on a course that might collide or bump each other would be a pretty significant escalation.

Everyone's nerves would also be frayed with the recent war of words as well.

On 9 November 1970 while in the Mediterranean to participate in a NATO exercise she collided with the Bravyy,[4] a Soviet Kotlin class destroyer which was shadowing Ark Royal (a common practice during the Cold War).[5] Ark Royal was slightly damaged, while the Soviet destroyer sustained minor damage and two missing crew. Ark Royal's commanding officer, Captain Ray Lygo, was cleared of blame at the subsequent court-martial.

This cctv news article has addicional information about the incident. it seems that it was a single japanese vessel.

From the CCTV report, minister of defence of China say JMSDF broke into the China drill zone and continue to intrude and disrupt the exercise. It is simply not just staying beside boundary line and monitoring. Especially, this remark is from MOD of China. Clearly, he has enough evidence of the exact positioning of the ship before he dare to make such remarks.

I believe, PLAN will go an eye for an eye. JMSDF will not expect a smooth exercise in future unless Japan give an apology or guarantee such thing will not happen again.

And also, I believe it might be CV liaoning doing some massive exercise that included air fleet landing and take off which prompt JMSDF to make such bold monitoring.

I think it could be the doing of a single-radical minded Japanese (individual) captain who had a sudden rushed-of-blood into his brains rather than a direct order from higher authority.

No it's standard procedure to initiate surveillance near Japanese shores.
PRC does the same and haven't a leg to stand on in lodging a protest against Japan.
JMSDF will consider what is safe for themselves and not what PLAN considers what is within boundary and what is not.
