This is not a problem of lack of money. Its a problem of corruption. Quite simply, the regime doesnt have any checks to its power. They can do whatever they want. China must become a multi-party system.

They can do this at small villages like wukan. But they couldnt do it at a big city, couldnt they ?

The CCP has to rethink its incentive system. It has to incentivize officials who respect the law, protect landowner rights, protect the environment, and balance that with development. Hu Jintao has called for scientific development, which presumably means smart, technocratic development. What you see too often in China is a kind of gangster development, aka crony capitalism. But the CCP's internal discipline system must clearly be weak if these kind of problems keep cropping up. Think organizational behavior. Fighting rampant bad behavior by low level employees is more than a matter of policing and training them more thoroughly, it requires changing the incentive system. Promote people who actually implement "scientific development" and punish officials responsible for debacles like Wukan.

There's corruption in any organization. You don't think our bank systems act like gangsters by threatening that the money system could go under if they don't get a bail out from tax payers? Pointing out only the CCP system problems will not resolve the economic issue that plagues many Euro zone countries. We're not gonna have China to change its ways and values to fit with ours. So we might as well forget it.

Why should China become a multi-party system to add more headaches and trouble for its citizens? Look at our own multi-party system. It's dominated by the Republicans and Democrats that couldn't get any thing done together, never mind even agreeing on budget spending. I believe what China is doing will help force Congress to act upon the needs of the middle-class. It's sort of like a competition of ruling systems. It makes them both work better.

i think their is one sentence best describe the chinese goverment that is " it is not the best solution but its the only solution"

It's the only solution so far because no one really has a clear idea of how to go forward except feeling the stones, and the current western systems has shown its own flaws and drawbacks.

We are in the process of a changing era in policies around the world. Whether that government systems is democratic or communist does not matter nowadays, because every system is a mixture of both. The question now is how much of capitalism will each nations employ into their economy and to what extent will it be corporate and SOE (state own enterprises)? The Arab spring will see rise in democratic system in several Middle East nations that were under dictatorship or more like clan control, but I believe the large percentages will be SOE especially the one's with resource rich oil and natural gases.

Since when was the US the be all and end all of democracy? The UK had an election last year that produced a Coalition government. And despite inheriting a pretty crap fiscal situation, their actions have kept bond prices low because the Market is convinced they are taking the necessary steps to resolve our problems.

China couldn't adopt multi-party democracy overnight. But we're seeing more and more that the CCP can't be trusted with a monopoly on power, regardless of whether the people at the top have good intentions.

And in any event, elections wouldn't be enough. There needs to be judicial reform. Do you think the US' rule of law and judicial independence is a bad thing? Do you think it would be better if there were no juries and judges convicted people based on whether or not they were an inconvenience to the Federal/State government? Do you object to the right of courts laying down injunctions that can freeze or ban government activities, such as construction works?

An independent provincial court could have helped stop the Wukan revolt by freezing the sale of the land and/or demanded a payment to the village before work could continue.

Sounds like the villagers aren't going to give in any time soon. They're still hopeful that the central government will intervene, but I have a feeling this won't end well. :(

One can only hope they take control of this and stop the harassment of the town's residents, as well as ensuring that the leaders aren't punished for daring to challenge injustice. However, I am also worried that the organisers will be punished even if local officials get the sack, simply because the government won't want others to be encouraged by this. Not that it would stop this happening elsewhere.
