Chinese Black Projects

All governments have black projects. America has their Skunkworks, Raytheon, Lockheed-Martin and Boeing. They have antigravity technology, advanced particle beam weaponry, earthquake machines, and more. The X22A, X33A, TR3-B are some examples of such crafts. Germany surely has these, since it was the Nazis who developed them first. The other NATO countries surely have these as well.

What is known of China's black projects? I hear they experiment in the area near the Himalayas.

This is an excellent document to read. It is on a .gov website, so one can reasonably say it is not frivolous.

In addition, we should remember that the U.S. military said that they wished to have the ability to control the weather on a battlefield by 2025. It's quite certain they already have the technology.

"HAARP" is one of the American earthquake machines. I'm not sure if HAARP is the actual facility, because allegedly it's only a cover for the real deal in Poker Flats. There are at least two more of these. They don't actually cause earthquakes, but add stress to existing regions with built up tensions, and release and magnify it into an earthquake.

Sadly for the conspiracy theorists, HAARP has no potential to affect weather. The frequency of energy that HAARP transmits cannot be absorbed by the troposphere or the stratosphere, only by the ionosphere, many kilometers higher than the highest atmospheric weather systems.

There's a difference between black projects. There are those that are real and physically possible (like stealth fighters), and there is conspiracy theorist black projects that are crazy (here we have genetically engineered cyborgs on the battlefield, super-hyper-stardestroying lasers, antimatter guns, antigravity, the AIDS-conspiracy, alien technology etc). They may exist (the projects), in that they manage to dig up some money to continue looking into but, but noone takes it seriously and don't consider it important in this age.
