The paper basically told you:

The total RCS introduced by frontal canards when the fighter is in cruising mode(not close combat/dog-fight mode, thus assumng the canards is moving within +/- 20 degree) is < 0.001 m^2 level when RAM material is employed.

But you see, Hu holds both military and civilian posts, so technically Robert's comment could still stand.

I am surprise that chengdu flight testing center is located in the suburban area,what if the aircraft crash??it might fell right inside the city,causing tremendous casualties.
unlike the US or russian, there flight testing center is usually located away,far away from the city,either in desert or in the forest.
they relocate it to ChingHai.

China possesses indigenous TVC (i.e. thrust vector control) technology. Is it installed on the J-20 stealth fighter prototype? I don't know. However, it is reasonable to assume that China will install it on the production version of its premier fighter.

I looked at those time frame but did not see any TVC. I do not know Mandarin so maybe something was said ?!?
