Well, if the tanks are intended to be carried in some combat situations, then arguably super maneuverability is not probably going to be a major goal either.

I would say the desire to trade some RF signature reduction and some maneuverability in pursuit of greater range/endurance and additional sensing capability would be a fair summary.
I am rather sceptical about how some it really is, but overall - yes.
Raptor as is is apparently combat ineffective for far eastern theater. Would be ironic if right wing pod is not just datalink, but also EW one. Then this configuration will be overturning all F-22 design compromises, just to achieve an improved, somewhat, F-15...

Not like i can't understand them (all current wide area detection capability is limited to navy E-2Ds; best fighter available can't even properly be cued by interlinked 4th gen fighters), but still, rather stupid position to be in after decades of denial.
