Zhang probably only survived this long because of his well known closeness with Xi. Xi would not have pulled any strings for him, but lower level officials sometimes pull strings or turn a blind eye all by themselves in such cases for fear of offending superiors. This culture of tolerance and mutual ass covering is likely what Xi wants to stamp out more than the generals caught up this time themselves.

To be frank, Zhang probably needed purging as at 75, he should have cashed out and retired long ago, so it’s really his own fault for being too greedy to be caught now. But by remaining, he has also presented Xi with a golden opportunity to set the tone from the very top and state in no uncertain terms that no one is above the law, and to cut all the bull with trying to curry favour by ‘looking out’ for friends and acquaintances of higher ups. I would not be surprised with a wave of lower officials who did turn a blind eye or took more proactive steps to ‘pre-empt’ being asked to do so also get purged to really drive home the message that this sort of behaviour will no longer be tolerated.

The message has been broadcast loud and clear, these corrupt officials are just not getting it until they themselves are charged. I mean, if you saw that everyone around you was corrupt and profiting, what incentive would you have to not also be corrupt as well? The off chance that you get caught? This is a structural issue that cant be solved by simply “sending a message”

That's right—the term "Commissioner Smith," often used in Chinese forums to satirize U.S. government corruption, was adapted from lines spoken by corrupt officials in Chinese anti-corruption films.

Not sure how I feel about a military with no actual military leadership at the highest level, sounds a bit familiar isn't it? Though maybe they'll reappoint more members with true military background ASAP.

The anti-corruption efforts can be divided into two stages:

a. Before 2017: The main purpose of purges was consolidating power. Without control over the military, it was difficult to implement any reforms. At that time, internal anti-corruption mechanisms within the military were relatively independent, and the MSS had no jurisdiction over them. Therefore, the main strategy was to target those who were not fully loyal.

b. After 2017: Following the vertical reform of the MSS, its authority expanded significantly and its efficiency greatly improved. It finally gained the ability to conduct direct anti-corruption measures within the military, rather than being limited to selectively targeting disloyal officers.

1. For a long time (from 1970s ?), almost everyone from top to middle has been corrupt, and the higher the rank, the greater the corruption.
2. Those genuinely committed to and capable of improving military combat effectiveness tend to be younger officers.
3. As the risk of war increased, the need to enhance combat effectiveness became more urgent.
   Through years of anti-corruption campaigns, and particularly after the Rocket Force incident, the Chairman gradually recognized points 1 and 2.
   Interrogations of figures such as Miao Hua likely revealed substantial evidence of Zhang’s corruption. Coupled with recent events in Venezuela, which highlighted the importance of loyalty, the Chairman decided to launch an anti-corruption investigation across the board. Everyone was corrupt, and corruption was detrimental to improving combat effectiveness.

The key accusation is 严重践踏破坏军委主席负责制. Sounds like these two were openly disagreeing with Xi on some previous anti-corruption cases in the military. They might have even tried challenging Xi's authority as the chair of CMC.

A US project to identify Chinese deficiencies. Please look at this from US perspective


TIDALWAVE is a progressive Artificial Intelligence–enabled model and computer simulation to simulate a protracted conflict between the U.S. and the People’s Republic of China (PRC). TIDALWAVE identifies gaps and deficiencies and corresponding solutions to resolve anticipated shortfalls in our ability to project and sustain the joint force and to exploit adversary vulnerabilities in order to deplete their ability to conduct military operations. The project examines both U.S. and PRC systems anticipated to have the greatest impact on the conflict: fuel and ammunition. Our ultimate aim is to guide national deliberations on how best to deter a war, and project and sustain U.S. and allied forces in a protracted conflict if required, resolve existing deficiencies, and exploit adversary weaknesses.

The biggest difference is that on top of China's industrial strength is the capability to identify, correct and iterate on solutions and at mass-scale much faster than what the US can do, which is why the underlying assumptions behind US capabilities are rather spurious. (After all, if US material capability was sufficient for victory, Vietnam, Afghanistan and Yemen wouldn't have turned out the way they have, and Chinese capabilities already exceeded the peak of Soviet comprehensive strength to boot). If a full-scale war ever did break out, it would be the US and it's vassals in the Axis position at this point.

Years ago, my father oversaw inspections and acceptance checks for the renovation of aging residential communities at the provincial housing and urban-rural development department. When he came home from work back then, he'd tell us that corrupt officials were never truly eradicated. Often, when one was caught, it exposed an entire network. Local officials would be arrested for embezzlement, only for their successors to take their seats and start stealing again within a few years. Some officials were even re-arrested and sentenced years after retirement for cases dating back to their tenure. I still recall my father describing how those corrupt officials with irrefutable evidence against them were detained in interrogation rooms in remote towns far from their posts. Young interrogators would shout at them a few times, and within hours, the corrupt officials' knees would go weak.

In my view, corrupt officials are like leaves at the doorstep—they can never be completely eradicated. Therefore, the investigation of corrupt officials must be normalized and institutionalized.
