It's not about the brotherhoods etc, it's about political diversification. They don't wanna put all their eggs in one basket. If you taking about the su-25 lacin aselsan upgrade program, it's not more than 1 or 2 prototypes. Israel weapons more successful on the world market.

What I can say about Israel is that they've had an indigenous defense industry for longer than Turkey, and Turkey has caught up in (most) areas relatively recently. Heck, they have ICBMs & nukes, access to the F-35's mission computer to develop their own variant (which no other customer has access to), and Germany literally provides them with a second-strike capability, no questions asked. I could go on and on about this because they've always had easy access to newly developed, critical Western technology, and nobody bats an eye at their activities, even though they’d bomb Iran into the Stone Age for much less.
I'm aware of Azerbaijan's relations with Israel, but those are based on mutual interests in containing Iran. Meanwhile, Turkey has always been there and will continue to support Azerbaijan to the full extent in whatever they do. Azerbaijan procures Israeli drones, ballistic missiles, and air defense systems; I'm obviously aware of that. They also work with Turkey on these or other areas, which specifically steers its industry to set up local production facilities for the relatively small investment that Azerbaijan makes.
