It's both. All else equal having more USD is better than having less USD. China of course earns plenty of USD already from export. When you're not buying NVIDIA cards and soybean with those you can loan them out to countries who needs USD to repay loan ala IMF, except instead of forcing those countries to sell their SOE to funds China instead makes deals like bartering for resources, that way US can't harvest countries by causing them to run out if USD to pay loan with targetted sanctions.

It also trolls US since US is very much looking to sell bond on the market. All these drama this year: Trump falling out with Musk with the Big Beautiful Bill, Trump fighting with Fed chair, government shut down. They're all about issuing more government debt. For each USD China collects selling dollar bond that's one less dollar buying US's own government bond. 4 billion may be pocket money for US but it's very much a camel overloaded with hay on it's back with legs already wobbling and China just standing nonchalantly on the side casually tossing a few more strews on top.
It is also advantageous to borrow in a currency whose value is expected to go down. E.g., 1 USD borrowed now can be exchanged for 7.1 CNY and if exchange rate drops to 1 USD to 5 CNY when the loan is due, you only need to use 5 CNY to pay back the loan. China issuing USD bonds makes financial sense if China expects USD to drop in value relative to CNY.

Are you sure? Indian social media is full of arrogant Jai Hinds convinced their country is on a cusp of being a superpower. That is a much bigger problem for Indian progress than "self-loathing". You can't improve if you don't have a realistic understanding of where you stand and how you got there.

India has 80 years of independence and never fought an existential war. The biggest war they fought they actually won (1971), but it never seriously threatened their homeland. They never had communism. Yet even countries like Vietnam, which spent 30+ years being in existential wars, have now bypassed them.

There are deep structural reasons for why that is the case but I rarely see Indians reflect on that. I don't think "self-loathing" is the problem here.

The whole reason they are in this mess in the first place is because they let her land in Taiwan to meet the leaders which is considered a form of separatist support since she was #3 in ranking of US hierarchy at the time. And now she's not even in power. So imagine screwing a lot up for that.

Looking back, her main reason for visiting wasn't even to see Tsai but to see Morris Chang of TSMC. It kind of makes sense now 3 years later with the whole chips + AI combo. No wonder she has such good gains on insider trading. An average dude on Robinhood ain't gonna get this kind of exposure.

I guess both and they still talk about caste in 21st century. I couldn‘t believe it at first.
