Just to reassure the market, he still did not explicitly say that he would cancel the previous decision, to avoid giving people the impression that he was really TACO. Everything would have to wait until the negotiations to settled down.
If the 100% tariff is still implemented on November 1 after the negotiations, then we are likely to see China's 100% counter-tariff again, and then continue to escalate.

I won’t lie. I love trump. He’s such an interesting character and he’s very funny as well. Other US presidents have been too boring and predictable. Trump makes the world more interesting and always keeps a smile on my face when I read about him even if I had a bad day.
