Like i was saying elsewhere, the Su-35 is an EAF bird judging by the tail number. Probably an old picture.

"Free" is outrageous, but surely we can come to alternative arrangements. How many J-10s would you trade for a naval base in the Mediterranean?

Egypt doesn't allow foreign bases to be constructed in it's soil, and of course doesn't allow in military to operate from its soil for their interests. Not having a foreign base in Egypt is a core pillar of it's military creed and it's credibility. Allowing a foreign a base is a red line, for the government, military and the people.

And Egypt's criticism for US bases in the middle east is constant and known

The only way Egypt allow foreign military in it's land - excluding exercises of course - is when Egypt had a big loss, and they want to protect their interior and reorganize. An example of that is what happened after1967, they had Russians, North Koreans, and of course Iraqis, Tunisians, Algerians,...etc, so that they protect their interior. And in that time Israel had the ability to fly a helicopter into Egypt south kidnap civilians and return with them and say they were captives.
After they fix themselves, this military reinforcement returns to their nations, just like that.

The only way Egypt will allow a foreign base to be used like the US bases are used, is that they have an existential threat, because of US & Israel nuclear threats, and Egypt need nuclear umbrella, this is a shake up that can change this core pillar in Egypt's government,military and people.

Well there's another way: Egypt gets invaded and occupied. Sinai, already de-militarised, should be easy to setup for an invader.

if it's invaded and occupied, then Egypt will not be able to cooperate with a foreign nation to give them a base, it'll be too late as I said.

Any future invasion against Egypt, from USA, UK or France, will include a Joint operation with Israel, so they will try to give them Sinai and will get cost across the determinant and the red sea.
PS: the USA have always wanted to get a base in Barnes base in the red sea, but Egypt refuse and doesn't negotiate about it.

In any case, Egypt security status is very bad, and that without even including the nuclear threat from US and Israel.

Egypt's decision not to purchase the Su-35 or J-10C was likely due to pressure from the United States. For a long time, Egypt's F-16s were even equipped only with short-range missiles—which is utterly ridiculous.
