The ground forces are underfunded in comparison with the air force and navy. But this will change eventually.
A lot of money is also focused on artillery, not infantry gear.

PLA has arguably the best artillery in the world.

The PLA Ground Force may not be the most modern in certain aspects, but it’s more than capable of decisively defeating any adversary on home territory.
