If Xi's absensse is something from Febuary, I guess it has something to do with Brazil's position to Trump's talk of tarrif which was already floating around then. China might have wanted a more unified voice from BRICS especially the big economies/countries like Brazil, but got nothing satisfactory from Brazil, so downgrading the attendance is a polite show of displeasure. Countries in BRICS have to make a choice between US lead west and China if they want to be relevant. China is not going to sanction around like US does, but China certainly would not award countries that refuse to stand by China's side.

To keep it short i think Lula in his heart still believes in the BRICS project but their deep state is mostly pro west, so all the resources is going into G20 event.

From what Pepe Escobar reported is that Russia worked extra hard in 2024 to move the agenda further ahead to make up for Brasil lacking interest. So they can pick it up again at the South Africa event next year. But I take Pepe's reporting with a (big)grain of salt dude's way too positive and romantic about the global majority.
