"Effortless" is the last word you should use here. It's everything except effortless.
Was reading his as something like:

For current day China (like 2015+), it is 'effortless' for the state to allocate the budget and engineering talent to work on 2 next generation airplane projects at the same time.

Which i would agree with.

The actual execution and development of the planes is of course not effortless.

Depends on how you look at the spending on this. If you think of it purely in terms of money for aircraft, the ROI will be bad. If you think of it as employing people, improving technology, improving manufacturing capability, setting yourself up for future sales, building your technical image, etc, then its an entirely different proposition.
