There are three broad categories of China experts. The first group knows Chinese and reads the minutae of Chinese white papers and government publications. The second group has travelled to China and gotten an instinctual feel for broad subjects like industry and the people through experience. The third group get all of their information from English language publications written by other Western experts and say the things that Americans like to hear. There is a special word for people like this: useless!
As long as American planners pay attention to what that third category of "experts" say, there is no way that they can understand China.
