Is that another IFR probe on the tail?
No, why would they put an IFR probe at the tail? Most certainly just the horizontal stabilizers, if not some kind of antenna.
The stabs are much thicker than that though, and it's quite an odd shape for an EW antenna.

some changes on the tail/rear. KJ-2000 had a forward facing pod? type structure on the top of the tail, while this one doesnt. Also there seems to be a protrusion where the tail meets the fuselage, possibly a cooling opening. Obvious IFR probe on the front.
