Another reason may be no one in the neighborhood is using supersonic missiles (except India and Russia), and guns are sufficient for subsonic missile defense. The possibility of righting India in India ocean is rather remote, and Russia is currently an ally.

didn't japan just tested a supersonic anti-ship missile? Taiwan also field their own supersonic missiles. There is certainly need for it. I just don't think that it is ready.

Since when was a missile based ciws proven to be so much more effective than a gun based ciws? I think type 730 should be competent enough against subsonic and supersonic ashms, otherwise the fl-3000n would've been put on 054A's ages ago.

it's not so much of a system better than the other, but double layered defense is always better than one.

they also complement each other; interceptor capable of hitting further and the gun is for close range.

Since when was a missile based ciws proven to be so much more effective than a gun based ciws? I think type 730 should be competent enough against subsonic and supersonic ashms, otherwise the fl-3000n would've been put on 054A's ages ago.

For one thing, missile based systems can theoretically handle multiple targets at the same time, because of fire and forget. It can also engage targets at a greater range. The FCS can be incorporated on board the vessel, to provide a better field of coverage. I think Type-022 fitted with Fl-3000N type system would be much better than the AK-630, which they currently field. I still don't think the system is fully ready.

PLAN also needs to have some Sonar-based anti-torpedo CIWS guns

I mean so many countries surrounding CHina have submarines which will fire torpedo as the main weapon against PLAN ships.

Therefore, PLAN need to have Sonar based CIWS guns install on the side of ship to detect and fire at the incoming torpedoes much like the current Radar & infrared based CIWS guns against anti-ship missiles.

which isn't really a bad idea... having a CIWS for anti torpedo, a FL3000 type but under the water line and with mini torpedoes, something like that guided by sonar and fitted to all chinese navy ship would be a good tool

The idea has been around for a long time, but getting it to work is tricky. From my understand it is hard because underwater sensors are less precise than above-water sensors. The Soviets/Russians claim their rocket depth-charges can work in this role, but I don't know about how effective it is; probably depends on the sensors' ability to accurately track the incoming torpedo.
