Seems like a PS joke to me.
See the string(s) that supposed to attach the front cover and stretched down the ridiculously long hood(?) but disappeared at about where the hood typically ended, and nothing from there to the end.
Low-res and grainy image are the first telltale sign that it's there to hide PS imperfection.

As ridiculous as it seems, it could be useful during rare instances where there's small vertical gaps of which the scope is aiming just above the gap.

He means prone down and shooting through small holes at a weird angle. These are quite common from US marines experience in the ME. Might look weird but it does have its reasons to exist.
