I think Iran would have been better off getting the Su-57. But given they are probably in a hurry to modernize their airforce the Su-35 is the only thing available. Su-57E is still not in production. Might have gotten a decent deal on the Su-35 as well if they indeed get the Egyptian ones.

They can always get MIG-29M2/35 like Egypt to built up numbers. or they can add Su-25SM3 for effective below radar operations. These things they can maintain and well within there budget. for Self defense, CAS and Standoff weopons they dont need those larger planes.
Mideast air forces never had the ability to win a war from the Air that fundamentally change outcome on ground. so there is no point in overspending on it. Only Russian Airforce has ability to win war from Air.
