As for the G-whatever meetings. It's just a huge photo-op and nothing substantial actually gets done... except maybe as the capstone of previous private discussions. So if nothing was actually agreed-upon before the thing, what's even the point of showing up?

Photo-ops like the G20 are great opportunities for politicians to be in the news and reinforce their image as a leader in their electorate's minds, which of course doesn't really matter for Xi.
