Looks like there is a 2nd rocket, lying horizontally, that is getting absolutely blasted at launch.High-resolution images Ceres-1's first launch from sea. This marks the 9th flight of the Ceres-1 rocket and the 40th Chinese launch this year. The four Tianqi satellites launched are part of a constellation of communications satellites developed by the private company Beijing Guodian (北京国电高科). The constellation that will be completed in 2024, at which time it will consist of 38 LEO satellites.

I am sure the PLAN are eyeing this barge, with its orbital VLS, because I guess DF26 and DF27 rockets are a similar size to this?
Yeah, but it looks like the TEL has a rocket in it. You can see the fairing with a flag on it.That's not another rocket; that's the or transport container for the Ceres-1 rocket.

A Long March 2C successfully launched 环境减灾二号06 (Disaster Mitigation 2 satellite No. 6) into orbit. The satellite is equipped with an S-band radar to obtain global 3D radar images to assist in environmental monitoring and disaster relief. This launch marked the 482nd flight of the Long March Series.
