Too low for whom?
Too low for the crab in a bucket mentality American boomers who spent the past 15-20 odd years working when they could’ve been retired if they were led by the communist party of China?

Bribes and threats, plus winning over US support to mirror those bribes and threats.
I actually checked the IAEA site, they did release a report:

Interestingly the task force has representatives from South Korea, China, Vietnam and Russia. All hold positions for their representative government, so I doubt bribery played a role. There's no mention in the report of what sort of consensus had to be reached, and what objections were raised.

The biggest problem I have is the impressionbeing given that this is a one off event. That Japan will dump a load of diluted radioactive water into the sea and it'll be over. It's not, this is going to be an ongoing process. Because water is continuously being used to cool the reactor core, there will be a continuous need to get rid of excess water. The part about a plan to use less water to cool the reactor doesn't really solve the problem, as it'll just have a higher concentration of radioactive isotopes.

They literally spent double the amount of money covering up the issue than actually dealing with the wastewater. Who is the authoritarian shithole state now?
Not 2x the amount of money, 20x. They plan to spend 70 billion Yen on PR and only 3.4 billion Yen on water treatment and release. If they followed China and Russia's recommendation of the vapour release method it would only cost 34 billion Yen, still less than half of the PR budget.
