French troops’ dependence on U.S. forces in the African theater “is not healthy” and will undermine the European country’s pursuit to act autonomously there, according to the author of France’s Strategic Review of Defence and National Security.

“They are happy to give leadership to France,” Arnaud Danjean told a defense journalists association on Nov. 8, referring to the relatively light U.S. deployment of some 800 troops in Niger.

But “we would do less well without them in the Sahel,” he said. “That poses a problem.

“The autonomous control of appreciation of a crisis is absolutely fundamental to us.”

The death of four U.S. troops in an ambush by Islamic militants in Niger last month reflects the rising threat in the sub-Saharan Sahel region. French Army helicopters helped evacuate wounded U.S. troops from the combat zone.

France relies heavily on intelligence, surveillance and reconnaissance in the theater. Further effort could be made in boosting the ISR capabilities, which might be expensive but would not overly strain the budget, Danjean said.

For the time being, ties with U.S. forces in intelligence gathering and operations are strong, he said. “We can’t work without the other.”

Apart from too great a dependence, the Danjean said a key concern is the “attention to flattery.”

There is risk Paris may see itself as Washington’s closest ally because of close operational ties, and would therefore feel obliged to meet an American request for intervention, even if that request were to undermine French interests, he said.

“You have to just say: ‘No,’ ” he said. The risk was a desire to show France as a “good ally” and feel highly flattered in being asked.

“We have to hold onto a capability to form an autonomous appreciation of a situation,” he said.

U.S. ground forces are relatively light in Africa when compared to the 3,500-4,000 French troops in the Barkhane operation deployed across five African partner nations.

In Niger, a station of the paramilitary gendarmes at Ayorou, on the border with Mali, came under attack Oct. 21, the joint chief of staff said in a weekly briefing. French and Nigerien authorities responded with Nigerien Gazelle helicopters, French Mirage 2000 fighter jets and a Tiger attack helicopter to pursue the attackers. The Niger Gazelles spotted the fleeing fighters on a pickup truck, which was destroyed by the Tiger.

The French military is concerned that once its forces intervene in a foreign mission, there will be a commitment on the ground of 10-15 years. There is a call for a global approach with greater focus on diplomatic, economic and civil reconstruction rather than a military intervention, which could turn into a quagmire, wearing down troops and equipment.

France published the strategic review last month, which President Emmanuel Macron had asked to be swiftly drafted to help the government draw up its multiyear military budget law for 2019-2025.

Danjean served in the DGSE foreign intelligence service before being elected as a member of the European Parliament, where he is chairman of the Subcommittee on Security and Defence.

Selon nos informations, le ministre des Affaires étrangères Jean-Yves Le Drian est allé porter la nouvelle proposition française au président égyptien Abdel Fattah al-Sissi.

Selon des sources concordantes, Bercy ne bloque plus la poursuite des négociations portant sur un nouveau contrat de douze Rafale à l'Égypte. Le Caire demandait à Paris des facilités de paiement à l'image des précédents contrats signés entre Le Caire et les industriels de l'armement français. "Il n'était pas imaginable pour l'Égypte que la France change les conditions de paiement", explique-t-on à la Tribune.

Lors de la visite du président égyptien Abdel Fattah al-Sissi de trois jours à Paris en octobre, Emmanuel Macron a expliqué à son hôte qu'il tenait à poursuivre la relation de confiance entre l'Égypte et la France inscrit notamment dans le cadre du partenariat stratégique entre les deux pays relancé en 2015. C'est ce qu'était d'ailleurs venu chercher le président égyptien à Paris. Depuis deux ans, l'Égypte a lancé la modernisation de ses forces armées avec le soutien de la France. Paris s'est engagé à fournir de nouveaux équipements, en particulier à la force aérienne (24 Rafale, un satellite de télécoms militaire) et à la marine (quatre corvettes Gowind, une FREMM, deux BPC). Ce qui a représenté près de sept milliards d'euros (6,83 milliards) de contrats pour l'industrie d'armement française entre 2014 et 2016.
Un contrat en bonne voie

Résultat, l'Élysée a demandé à Bercy de ne plus bloquer les négociations portant la vente de l'avion de combat de Dassault Aviation. Selon nos informations, c'est le ministre des Affaires étrangères Jean-Yves Le Drian qui est allé porter la nouvelle proposition française à Sissi à Charm el-Cheikh, où se tenait un forum de la jeunesse. Les deux hommes entretiennent de très bonnes relations empreintes de confiance.

Le déblocage des facilités de paiement par le ministère des Finances n'est pas pour autant synonyme d'un contrat signé demain. Les négociations peuvent donc reprendre dans un climat apaisé. Des sources interrogées par La Tribune estimaient qu'il y avait toutefois de grandes chances de succès pour la signature d'un contrat dans quelques semaines.
L'Égypte producteur de gaz

Le Rafale ne faisait pas figure d'exception. Bercy bloquait tous les contrats sur l'Égypte qu'ils soient militaires ou civils. Pourquoi? C'est un problème d'encours sur ce pays. Avec les contrats importants signés récemment entre les deux pays, l'enveloppe allouée par Bercy à Bpifrance (ex-COFACE) sur ce pays est totalement utilisée, avait-on précisé à La Tribune. Et Bercy ne voulait pas rajouter d'enveloppe estimant que le risque pays pouvait se dégrader. Pour autant, selon une source interrogée par La Tribune, il n'y a pas eu de défaut de paiement de l'Égypte.

Si Emmanuel Macron a dénoué le point de friction entre les deux pays, c'est qu'il avait des garanties. L'Égypte devrait compter sur une croissance de 6% par an dès cette année. Le Caire a de l'argent pour régler les factures. L'Égypte pourra notamment compter à partir de la fin de cette année sur la production de gaz en Méditerranée. En 2015, l'énergéticien italien ENI a découvert pour le compte de l'Égypte un énorme gisement offshore de gaz naturel dans ses eaux territoriales au large de Port Saïd (gisement Zohr). De quoi satisfaire la demande intérieure pendant plusieurs décennies, de renouer avec l'exportation et donc de bénéficier de nouvelles rentrées de devises.

French FREMM frigate Auvergne visits Western Australia on maiden deployment

French Navy frigate FS Auvergne pulled docked in the Western Australian port of Freemantle on November 15, four months into her maiden operational deployment.

Departing her homeport of Toulon with an embarked NH90 helicopter in August, the FREMM frigate spent most of the time in the Indian Ocean, as part of the international Combined Task Force 150 (CTF 150) which operates in the region.

In a number of firsts for the 2016-commissioned frigate, the crew put their ship to the test in a number of drills with regional navies culminating with an integration into Task Force 50 and becoming part of the carrier strike group in charge of protecting the US Navy aircraft carrier USS Nimitz. During her time underway with the aircraft carrier, FS Auvergne teamed with Cassard-class anti-air frigate FS Jean Bart to form what their US counterparts referred to as the “French Squadron” of Task Force 50.
Auvergne was built by DCNS (now Naval Group), launched in September 2015 and started sea trials in September 2016.

The frigate is the fourth anti-submarine warfare (ASW) variant of the FREMM multi-mission frigates. The French Navy has a total of eight frigates in the class on order, six ASW and two anti-air warfare variants.
The 142-meter long ships are equipped with the Aster and Exocet MM 40 missiles and the MU 90 torpedoes. They can reach maximum speeds of 27 knots and have a range of 6,000 miles at a speed of 15 knots. The ships can be operated by a crew of 108, with the helicopter detachment included.

A five-strong consortium has won the 10-year Sysnav contract, a key element in an information system designed to provide an active digital map for the French services, Airbus Defence and Space said.

The contract is part of an information system, dubbed SI Geode4D. The system is intended to be a “single and secure portal” to allow the services to access information on geography, hydrography, oceanography and weather, , Airbus D&S said in a Nov. 22 statement.

Airbus D&S and the Direction Générale de l’Armement procurement office declined comment on the value of the contract. The contract was signed earlier this year, Airbus D&S said.

The information system “will allow all Ministry of Defense actors to access and share the same geophysical environment data, and select and present them in a coherent way, according to the ‘one card for all’ principle,” the company said.

Airbus D&S leads the group, which includes Magellium for geography; Météo France International for meteorology, hydrography and oceanography; Bertin for decision-making aids; and Deloitte for change management.

“One of the major challenges for the SI Geode4D, which can truly be qualified as the active digital map of the 21st century, is also to assist our armed forces with their digital transformation,” said François Lombard, head of the intelligence business cluster at Airbus D&S.

The system is intended to manage information for early threat detection and identification, and provide the forces with an understanding of geographical layout, as set out in the NATO concept of a recognized environmental picture, the company said.

A part of the contract includes modernization of three data centers, to allow higher data volume and greater speed needed to see the environmental data on the planned portal.

First French C-130J takes to the air

France ordered two C-130Js, along with two KC-130J aerial refuelling tankers, in 2015. The first C-130J is due to be delivered by the end of the year and arrive in France early in 2018. The first KC-130J is scheduled for delivery in 2019.

France will be the 17th country to operate the C-130J. The French Air Force already operates the C-130H version and is currently upgrading the aircraft's avionics. The C-130J is equipped with new Rolls-Royce AE 2100D3 engines and new avionics. Speed and service ceiling have both been increased.

The KC-130Js will be able to perform in-flight refuelling of French Air Force H225M Caracals.

Nexter wins the contract for the army's light multi-role armored vehicle

As part of the modernization of the Army, via the Scorpion program, a procedure to acquire 358 light multi-role armored vehicles (VBMR Léger) was launched by the Ministry of the Armed Forces in the spring of 2016.

With a mass of 10 to 12 tons, equipped with a telescoped turret armed with a 12.7 or 7.62 mm machine gun, these light VBMRs are intended for intelligence and reconnaissance units of the Army . Importantly, their unit price must be between 500,000 and 700,000 euros.
Three manufacturers were on the line. Thus, Thales had presented the Bushmaster, a vehicle produced by its Australian subsidiary and already engaged engaged in outdoor theaters by Australia and the Netherlands.
