according to FlightGlobal US Senate spending bill less bullish on F-35 buy
The chair of the US Senate Appropriations committee has approved the chamber’s version of the fiscal year 2018 defence spending bill this week, a move that pushes the legislation closer to final passage.

In June, the US House of Representatives Appropriations committee approved their version of the FY2018 defense appropriations bill. The Senate appropriations bill adds fewer Lockheed Martin F-35s to the budget than the Administration requested compared to the House version of the bill.

The House proposed adding 14 more Lockheed Martin F-35s above the president’s original budget proposal. The Senate mark calls for $1 billion to fund eight additional F-35s, including four F-35Cs and four F-35Bs.

Despite a lower initial F-35 procurement, the Senate bill still provides an additional $120 million to fund a planned increase of F-35 procurement in FY2019, as well as $750 million to fund spares and repair parts to address maintenance and readiness issues across the joint force.

The maintenance funding boost comes on the heels of a recent Government Accountability Office report which stated F-35s could not fly 22% of the time between January and August in 2017 due to spare parts shortages.

Still, the simultaneous increase in maintenance and procurement does not jibe with another section of the same report which warned that long after Lockheed completes its deliveries, the F-35 programme will continue to face sustainment issues since the Pentagon has failed to identify all the technical data needed from the prime contractor to ensure weapons system performance and support.

Both chambers agreed on other line items, including for the Boeing F/A-18E/F Super Hornet. The Senate proposed adding $739 million for 10 more Boeing F/A-18E/Fs. The Senate also called for adding $108 million for eight Sikorsky UH-60 Black Hawk helicopters for the Army National Guard, the same level as the House version.

Both appropriations bills include provisions to support a next-generation Joint Surveillance Target Attack Radar System aircraft, a recapitalisation that has remained a sacred cow for lawmakers even as the air force has positioned the programme on its chopping block.

at this point though it's just talking which, as they say, is cheap:
Friday at 5:14 PM

and here's an update ... Cochran, R-Mississippi cut 50b ... but "The bill received immediate pushback from senior Democratic appropriators, who noted that it exceeds statutory budget caps for defense by $70 billion. Without a deal to ease caps, it would trigger an automatic 13 percent cut, known as sequestration, they said."
Cochran recommends budget-cap busting defense bill

in case you didn't know USAF commences Pacific deployment of F-35
The US Air Force (USAF) first operational overseas deployment of the Lockheed Martin F-35A Lightning II Joint Strike Fighter (JSF) is now up and running on the Japanese island of Okinawa, the US Pacific Command (USPACOM) announced on 21 November.

Twelve aircraft and more than 300 personnel from the 388th and 419th Fighter Wings (FWs) based at Hill Air Force Base (AFB) in Utah have now begun Theater Security Package (TSP) operations out of Kadena Air Base (AB).

The deployment which began earlier in November will see the F-35As operate alongside USAF Boeing F-15C Eagle fighters from the 18th FW that are co-located at Kadena AB. For the next six months, the TSP will provide reassurance to regional allies that will primarily take the form of joint training missions.

While this deployment is being billed as a first for the USAF, the 34th FS and 466th Fighter Squadrons (also from Hill AFB) were dispatched to Europe in April. Though that event was reported to be a training mission, it also included flying NATO reassurance sorties.

... and the rest is behind paywall at Jane's

Happy Thanksgiving to you to my freind.

May God's blessings and the true meaning of Thanksgiving rest with you all.

People should read George Washington's official Thanksgiving Proclamation of October 3, 1789.

A truly Godly and inspired thing in my opinion, and reflective of the true background and underpinnings for American society and success.

George Washington said:
Thanksgiving Proclamation

New York, 3 October 1789

By the President of the United States of America. a Proclamation.

Whereas it is the duty of all Nations to acknowledge the providence of Almighty God, to obey his will, to be grateful for his benefits, and humbly to implore his protection and favor—and whereas both Houses of Congress have by their joint Committee requested me “to recommend to the People of the United States a day of public thanksgiving and prayer to be observed by acknowledging with grateful hearts the many signal favors of Almighty God especially by affording them an opportunity peaceably to establish a form of government for their safety and happiness.”

Now therefore I do recommend and assign Thursday the 26th day of November next to be devoted by the People of these States to the service of that great and glorious Being, who is the beneficent Author of all the good that was, that is, or that will be—That we may then all unite in rendering unto him our sincere and humble thanks—for his kind care and protection of the People of this Country previous to their becoming a Nation—for the signal and manifold mercies, and the favorable interpositions of his Providence which we experienced in the course and conclusion of the late war—for the great degree of tranquillity, union, and plenty, which we have since enjoyed—for the peaceable and rational manner, in which we have been enabled to establish constitutions of government for our safety and happiness, and particularly the national One now lately instituted—for the civil and religious liberty with which we are blessed; and the means we have of acquiring and diffusing useful knowledge; and in general for all the great and various favors which he hath been pleased to confer upon us.

and also that we may then unite in most humbly offering our prayers and supplications to the great Lord and Ruler of Nations and beseech him to pardon our national and other transgressions—to enable us all, whether in public or private stations, to perform our several and relative duties properly and punctually—to render our national government a blessing to all the people, by constantly being a Government of wise, just, and constitutional laws, discreetly and faithfully executed and obeyed—to protect and guide all Sovereigns and Nations (especially such as have shewn kindness unto us) and to bless them with good government, peace, and concord—To promote the knowledge and practice of true religion and virtue, and the encrease of science among them and us—and generally to grant unto all Mankind such a degree of temporal prosperity as he alone knows to be best.

Given under my hand at the City of New-York the third day of October in the year of our Lord 1789.

sounds like real world UK military chief ‘sympathetic’ to cut in F-35 fighter jet order

Deputy chief of UK defence staff says move would reflect ‘reality of world we are living in’

One of the UK’s most senior military chiefs has suggested that Britain may cut the number of F-35 combat jets it buys in the future as pressure grows on its defence budget. Despite a commitment to buy 138 F-35B Lightning II fighter jets from the US manufacturer Lockheed Martin, Lieutenant General Mark Poffley, deputy chief of the UK defence staff, told MPs on Tuesday that he was “sympathetic” to the idea that the overall number could eventually fall. “That’s the reality of the world we are living in,” added Lt Gn Poffley. Earlier Stephen Lovegrove, the most senior civil servant at the Ministry of Defence, revealed that the cost of an initial tranche of 48 F-35s could rise from £9.1bn in 2025 to £13bn in 2048. The MoD said the extra £4bn was to cover the “whole life costs” of the planes including support costs, training and maintenance. It insisted that the UK was still committed to buying its full quota. “Our plan to buy 138 F-35 jets over the life of the programme has not changed, with only the US planning to buy more aircraft,” it said. The F-35 jets will provide the main strike force for Britain’s two new aircraft carriers, the first of which, HMS Queen Elizabeth, is due to be officially commissioned into the Royal Navy on December 7.

But the programme has been repeatedly delayed and the National Audit Office has warned that its costs may rise. “The problem is the UK has no control over anything commercially and technically about the programme,” said Francis Tusa, a defence analyst. The cost of the US-made planes has also been affected by the weakening of the pound. According to the NAO, the MoD estimated that the cost of its £178bn equipment plan during the next decade could rise by about £5bn if current exchange rates persist.

The uncertainty over the F-35s comes as Mark Sedwill, the UK’s national security adviser, conducts a wide ranging strategic review of Britian’s military and security priorities. Although the government says the review was set up in response to shifting security and military threats posed by terrorists and an increasingly aggressive Russia, critics say the review’s purpose is to make further cuts to help the MoD fill a £20bn funding gap. Former military chiefs led by General Sir Richard Barrons warned last week that any future reduction in spending risked hollowing out the UK’s armed forces. Despite reports that Gavin Williamson, the new defence secretary, had written to chancellor Philip Hammond last week to request more money for defence in Wednesday’s Budget, Mr Lovegrove said he was “not aware of a formal request going from the MoD to the Treasury for more funds”.
