Two minor things:
Two frigates and an oiler or one destroyer, a frigate and an oiler do not make a flotilla, armada or a fleet make. Task group.

Several carrier sized ports come to mind, Mombasa Kenya comes to mind. A carrier liberty party can easily overwhelm smaller cities and the ship may have to anchor out but that is not that big a deal.

I also think that the indian ocean is a natural place for China to operate one of its carriers to protect its SLOC to the oil of the middle east and european markets.
The question is how this can be arranged without causing to many diplomatic problems with India.
I would really love if the relationship between the two countries were good enough for their carriers to join for exercises.
Gwadar has been discussed as a PLAN base so much by now that if/when PLAN puts a base there, nobody is going to be surprised, least of all India. They will never accept a PLAN base in Gwadar no matter how good relations between China and India are, so there's no point in trying to placate them IMO. China should just build it there and we can listen to India scream about it for years.

It is not to fight a war, but to show that China is also a powerful world power. Or better formulated: China is a militarily equal but otherwise fairer partner.
But if you want to send a message why not patrol the gulf of Mexico? or the strait of Bering? even the United States needs one of its ten carriers for better things.
