The money saved by using H/PJ-13s instead of H/PJ-12s allowed China to build additional Type 22 FACs and assisted with purchasing Sovremmenys during tense times with Taiwan separatists.

The next best alternative that could be afforded by the opportunity costs of purchasing H/PJ-12s was actually the better option; so the PLAN opted for that instead.

That isn't really the way that opportunity/cost works, or rather, that argument doesn't seem to consider opportunity/cost much at all.

well, unfortunately it doesn't work that way ... and there is always limited resources/fund available .. so you just have to choose the best option available. Remember 071 will never work alone in the middle of nowhere
