as for Djibouti, the thing is the Pentagon complained about "high power laser" Yesterday at 7:58 PM

): a juvenile (six years old boy) lased a Police helicopter close to the Prague airport; they caught him quickly (he did it out of the apartment in the area, of course because of his age nothing will happen to him I mean from legal standpoint)

of course China denied Yesterday at 7:53 PM

It was probably a military grade dazzler aimed at targeting optics or human eyes. Used in the case of unwanted snooping. Why was a foreign military plane less than a kilometer away from another military base without welcome, possibly also without announcement. If Russians did that to the US guys in Syria, they would have fired upon them. Actually they have. Chinese leaders are treading this minefield carefully and with so much respect for America's supposed exceptionalism. Less well-tamed leaders would have had enough with the slander and harassments through the years and started shooting long ago. I'm really hoping one of these days, China does act out aggressively and fulfills its negative portrayal in western media. They've far far more to lose.

No it is not to be blamed for every single instance but this is a case of the boy who cried wolf.... in this instance we're dealing with a serial offender who's lied on the highest scale about a dozen or so times in this century alone. These are the descendants of people who intentionally gave native Americans diseased blankets. They then turn around and pretend they are saints just a couple centuries later, all with complete decay of morality in their society. Even worse today than the puritans ever were.

It's also worth asking that if the "2 to 10" lasing incidents did happen, what kinds of planes were involved? Even C-130's have specialized spy plane and other variants.

No SIGINT, ELINT C-130s? Not sure but it's likely just done to make a point. Asking the other side to piss off. Eventually China will also stoop to this level and fly spy planes and drones around US bases for some harassment.
