I think its more a safety thing carried over from small arms. To prevent live rounds from being mixed in with troops who are not ready to play with the real deal. It was.probably a industry adoption rather then a international agreement.

　　据吴国辉介绍，空中战斗机的格斗，即空中拼刺刀，过去都是靠咬尾、机炮，后来发展为使用格斗导弹。目前在新的空战条件下，又发展为近距的越肩格斗，即战机发射导弹后，能够越过机翼向后攻击。据他分析，战机能够实现越肩发射，主要源于先进的后视雷达。在发现目标后，导弹具备矢量推力和先进的过载，机动能力也很强。而飞行员的头盔瞄准器及立轴发射的大角度，也使得导弹的性能得到极大的提高。
据悉，中国研制的歼20战斗机在携带有PL10导弹之后将具备“超级回马枪”绝技，任何尾随中国战机的敌机都要心惊肉跳了。

Dear hardware ... please give a full link as a source ! I think that can't be that difficult by simply copy & paste the link.

This is even more important since the image You refer to has been identified as a plain and stupid photoshop fake done by anyone from an illustration from Dr. Karlo Kopp ... as such not only the iamge is highly questionable ... even more the link and as such I (and I'm sure some more too) would like to check where does this info comes from.

This thread talks about AAM's of China. I'm surprised there is no AAM thread if there is one then I wasn't able to find it.

Does anyone know if China still uses Russian technology or parts for its PL-12 missile's ?

There just hasn't been much to discuss lately, because they seem to keep AAM development quite close to their chests.
As for your question, no idea. We haven't had any meaningful detailed information about PL-12 for years now. We don't even know the real designations of the various variants.

The latest rumor (September 2015) claimed that a PL-10 was test-fired successfully from a J-10C.

First ever mentioning of the PL-15 AAM by the USAF.

Raytheon’s AMRAAM is the current go-to Western weapon for beyond-visual-range air combat, but new long-range missiles being fielded by Russia and China are a significant concern to the Pentagon.

Carlisle says outmatching the Chinese PL-15 air-to-air missile in particular is an “exceedingly high priority”.

“The PL-15 and the range of that missile, we’ve got to be able to out-stick that missile,” he says.
