China holds missile drills in South China Sea amid heightened tension

BEIJING (Reuters) - China’s navy carried out drills in the South China Sea to simulate fending off an aerial attack, state media said on Friday, as the country trades barbs with the United States over responsibility for heightened tension in the disputed waterway.

U.S. Secretary of State Mike Pompeo expressed concern during a visit to Beijing on Thursday over China’s efforts to militarize the seas.

His remarks came after a flurry of U.S. activity in the region, including reports last week that U.S. Air Force B-52 bombers had flown near disputed islands that drew a sharp rebuke from China.

China’s navy carried out a simulated missile attack in an unspecified area of the South China Sea using three target drones making flyovers of a ship formation at varying heights, the official army newspaper said.

The drills were part of efforts by a training base, also unspecified, to prepare for real-life combat with aerial targets after China’s leadership said some training failed to prepare troops effectively, it added.

The United States and China have frequently sparred over who is militarizing the South China Sea, with Beijing blaming tension on actions such as the “freedom of navigation” operations by the U.S. navy.

Washington says such operations are necessary to counter China’s efforts to limit nautical movement there.

A U.S. Navy destroyer sailed through waters claimed by China in May just days after the United States withdrew an invitation to it for a major U.S. hosted naval drill.

Critics have said the operations have little impact on Chinese behavior and are largely symbolic.

Pentagon officials have long complained that China has not been candid enough about its rapid military build-up and its use of South China Sea islands to gather intelligence.

In addition to China, Brunei, Malaysia, the Philippines, Taiwan, and Vietnam all have competing claims in the South China Sea.

Strengthening the navy has been a key part of China’s ambitious military modernization overseen by President Xi Jinping, as it seeks to project power far from its shores.

State television on Friday showed pictures of Xi touring a submarine in the northern port city of Qingdao, where was briefed on its weapons systems, chatted with sailors and asked questions about the submarine fleet’s training.

China's underlying logic in the SCS shares similarities with the Monroe Doctrine in the Caribbean. It is not likely that China would claim the whole sea as 100% sovereign waters. I think China is trying to make a grand bargain in the region that results in it being the preeminent power of the region and other nations would be compelled to join a China lead regional order (Japan, Korea, Vietnam, Philippines, Singapore). There would be free navigation and exploration of resources by other nations, just under a different framework. Ultimately China views the current framework an architecture that it didn't participate in creating thus would like to contribute its "ideas".

Give a listen to Michael Pillsbury's videos or read his books, it provides some good insight into the overall picture. I've bought his book "The Hundred Year Marathon". He outlines the perspectives of some in China's government quite well as he speaks Mandarin, reads Chinese and had experience dealing with Chinese officials and military officers. I encourage more young people to learn Mandarin and be able to read Chinese as the language barrier is a big disadvantage for the West in understanding China.

I agree. The natural resources of the SCS are trivial in comparison to the strategic importance to China of the area in terms of navigation and security. Once all is said and done I imagine China's strategists would loose no time in encouraging this very order. It's the easiest way to get "buy in" from the minor regional players who have no aspirations of strategic domination of the SCS and no real interest in the atolls, just getting their share of any natural resources. it's unfortunate that the wider global picture hasn't really allowed Chian to be more explicit about this as it'd likely settle a lot of the disputes, especially with the Phillipines and Brunei. An agreement which leaves China with it's island bases in return for supporting the EEZ rights of the other countries also has an international precedent in the Torres Strait - where the Torres Strait Islands remain under Australian control, with the surronding waters divided between Oz and PNG.

BEIJING (Reuters) - China is committed to peace and won’t cause “chaos” in the world, but cannot give up even an inch of territory that the country’s ancestors have left behind, Chinese President Xi Jinping told U.S. Defence Secretary Jim Mattis on Wednesday....

Both countries’ common interests far outweigh their differences, but on territorial issues there can be no concessions, Xi added, without referring to specific areas.

“We cannot lose even one inch of the territory left behind by our ancestors. What is other people’s, we do not want at all,” state television cited Xi as saying.

Meeting earlier in the day, China’s defence minister told Mattis that only with mutual respect and by avoiding confrontation can China and the United States develop together.

“China upholds peaceful development, and China’s military unswervingly protects the country’s sovereignty, security and development interests,” Chinese Defence Minister Wei Fenghe said, according to his ministry.

“China and the United States can only develop together if we maintain no conflict, no confrontation, mutual respect and win-win cooperation,” Wei added.

“China and the United States’ two militaries must implement the consensus of the two countries’ leaders, increase mutual trust, strengthen cooperation and manage risks to turn ties between the two militaries into a factor for stability in the bilateral relationship.”


TAIWAN TENSION
The Chinese defence ministry statement made only passing mention of the South China Sea, Taiwan and North Korea, citing Wei as telling Mattis what China’s positions were on those issues.

As Mattis arrived, Chinese state media said a formation of Chinese warships had been holding daily combat drills for more than a week in waters near Taiwan, and there have been frequent Chinese air force exercises near the island.

While China and the United States have tried hard to keep lines of communication between their militaries open, especially at the senior level, they are deeply suspicious of each other.

The United States accuses China of militarising the South China Sea with its island-building work there, while China has been angered by U.S. naval patrols through the strategic waterway.

I don't think you understand Chinese strategy or how they operate. Even Russia's grand strategy isn't so suicidal and they are pretty ambitious and willing to use force.
