has the chinese flanker reached the end of it's development cycle?
All variants of the J11, J15 and J16? They seem pretty up to speed with avionics and capabilities.
Not too sure how much farther they can go with this chassis.

They can add TVC to the engines like the Russians did with the Su-35.
They can make a side-by-side twin seat for long range bombing missions like the Su-34.
They can also add more modern composites in the construction. Which I suspect they already do to some degree.
They could add a fuel 'hump' similar to the MiG-35's to increase the range on the fighter-bomber variants.
They could redesign it to be 'stealthier' by removing the vertical surfaces and adding grilles to the main engines.
They could make an external weapons rack similar to the one proposed for the F/A-18 Super Hornet 'stealth' variant.
They could add an HMS if it doesn't have one already.

J-15 still needs up-to-date avionics & weapons (J-15B).
J-15D still needs a CATOBAR variant.
J-11B still needs a MLU or a new variant with modernized avionics.
J-11D might still end up being pursued by PLAAF.

No, the Flanker is a very versatile airplane, and while 4+, the Flankers have state of the art radar and avionics, they provide China with capability until the 5th Generation contingent is "fleshed out"..

Since the WS-10 engines are made in Shenyang. Wouldn't it make sense that SAC pull out a few of their old J-11B/15/16 prototypes to fit them with TVC nozzle's for testing. The main issue is to rewrite the flight control software.

and my Brother, Mr. Picture Man, those are "Flares", chaff are long strips of aluminum foil which serve a similar purpose of appearing as a large radar return, the Flares of course are "Hot" to draw the heat-seakers away from you......

still a very neat picture!
