The launch actually took place as planned, but from the TSLC Space Center. Dozens of testimonies were found in several cities in China. The nature of the shooting remains uncertain for the moment.

Allegedly a Mach-20 HGV, but unconfirmed of course.

It has been photographed in Beijing, Tianjin to the east of TSLC. Such as

This is probably what has happened on 27th of April. See my illustration below.

Red arrow is the direction that the photo and video in Beijing was taken.
On the left is TYLS, on the left is the stay-out zone from 23rd to 28th.
The video in #2485 was taken in Shanxi or western Hebei both west of Beijing. The separation of the 1st and 2nd stages can be clearly seen, followed by the hard banking of the 2nd stage (with warhead if its missile).
In this photo taken in Beijing, the 1st stage burning trail is seen much closer to the horizon because Beijing is further away from TYLS. The 2nd stage has flew away from the trail of 1st stage, but the engine is still burning.

People can guess what I have in mind. :D

Edit: the stay-out zone 0083 ends at 1700 everyday, it is an issue that I can not fully reconcile with the seemingly late (after 1700) citing in Beijing.
However, the zone 0082 are all day out of limit, but ends on 0800 26th.

, we learn that the 9th Department (possibly not exact translation) of CASIC's Fourth Academy conducted a successful test of a ballistic missile in late January in what is described as a world first. There will be further tests in the second half of the year.

Could possibly be related to the CH-AS-X-13 ALBM, which completed its second test flight in late January 2018. Another possibility could be the DF-17 but that has been tested many times before.
