The Speed of your connection Pan is based not just on the server but the mechanics. the Fastest Speed in the US (for the record Hong Kong ranks #1 in internet speeds the US is #31.)
is... Drum Roll Please... Minneapolis, Minnesota @ 10 Gigabit per second. to do that US Internet a Minneapolis based company has to wire your house with Fiber optic cable as opposed to the traditional Copper used by the Phone and Cable companies.
Fiber Optic wiring services are expanding most phone and cable services have partial fiber optic but they always have copper lines especially in your walls and once the data hits that the speeds drop.
The problem is not lack of regulation it's lack of initiative. Cable and Phone get sweet heart Contracts that lock out competition and ensure that only Comcast (Xfinity) can wire you up or AT&T or Verizon or Charter or Cox... ecta.. ecta...
the fastest speeds though aren't being offered by the cables and phone companies they are the up and comers examples US Internet being top of the class but hitting you for $399 a month for 10 Gigbits or $65 per month for a very respectable gigabit per second. ( for the record Xfinity from Comcast is offering me as a package in my area 105 Mbps for $90 a month that's right for $25 Dollars more I can get a connection that is 10 times slower then a that offered to the good people of Minneapolis) Or Google fiber... that's right Google Who offers 1 gigabit service in Provo Ut, Austin TX, Kansas City and is working on wiring Atlanta, Nashville, Charlotte and Raleigh-Durham as well as 5 more cities down the line. Centurylink with service in Columbia/Jefferson City, MO, Denver, CO, Las Vegas, NV, Minneapolis/St. Paul, MN, Omaha, NE, Orlando, FL, Portland, OR, Salt Lake City, UT and Seattle, WA. Chattanooga, TN gets it's 1 Gigabit speeds from a municipally owned power company EPB who partnered with a bunch of local business owners to tell Comcast where to stuff there slow speeds, and there my friend is the Dirty little secret.

"Perhaps you should switch to another cable company… oh, that's right, we're the only one in town."
and this FCC rule wont change that.

Net neutrality is not about hardware infrastructure or destination internet service speed, it is about all content and sources having equal priority and not being subject to a "pay to play" scheme.

For example in a scheme of net neutrality, which has been the case since the internet as we know it came into existence, content from Sinodefenceforum and content from Reuters are transmitted to anyone who requests it with equal priority. All content are therefore equally accessible assuming all other factors are the same.

In a non-neutral net a new factor of paying for priority is introduced for sources of content or content. Sinodefenceforum or Reuters or any other source pays for higher priority in the transmission of their content. This creates a situation where a source or content which does not pay or does not pay enough can essentially become inaccessible.

Russian opposition politician Boris Nemtsov was assassinated.

Reuters mentions this:
...

Another opposition figure, Ksenia Sobchak, said Nemtsov had been preparing a report on the presence of Russian troops in Ukraine. The Kremlin denies allegations by Kiev and Western governments that it has sent troops and advanced weaponry to back the rebels.

Considering the Ukraine is basically an active battlefield within an even bigger strategic conflict this puts Nemtsov up there with the likes of Edward Snowden and Bradley/Chelsea Manning in terms of either idealism or treason.

That's pretty much it. Net Neutrality is a god-send for the common user because it will prevent ISP's from throttling much of the content you currently consume. For anyone not clear on the in's & outs and the problems this will help avoid, Just look up the term 'throttling' in relation to Internet Service Providers. Government Regulation in this case is a good thing.

Sad to hear of the murder of Nemtsov, but the reporting in the Western press is OTT to the point of hysterical.
"Leading and Prominent"? How So?

He was a failed politician, who promoted discredited policies in the utterly discredited Yeltsin government, to whom the only people to benefit are the "Oligarch" (I prefer to call them gangster) set, now mainly based in London and who made their money under the Yeltsin administration when they were able to loot and plunder the country without let or hindrance.

Nemtsov lost power in 2000, left the Rada in 2003 and now heads a party with no MP's and which has barely registrable public support.
To be "Leading or Prominent" you must have a significant party machine and large numbers of elected officials nationwide and of all types in you party and you must be close to being able to succede the current administration as the next (or at least a major coalition partner). I am sorry but Nemtsov was none of the above.

The implication of the media is that he has been assassinated by order of the Kremlin. Again, sorry, but this is bunk and the equivalent of Putin stamping on a doormouse.
The only people who have any way to benefit from this murder are the enemies of Putin; at home and of course abroad. I think one of the talking heads on Radio 4 this morning gave the game away. "Maybe this will give the impetus to the fractured, fractious and disunited opposition parties to unite and start working in unison"
Sounds like a motive to me.

How so? According to Putlerbots there is no war going on in Ukraine and most definitely there isn't any Russian troops fighting in there. Just ask Mr, Viking from Bristol or any other Putlerbot who lives in West (hypocrites).
