A few questions...
1. is that the old version or the 92G version, which solved various problems such as magazine interchangeability?
2. Circulation tag is in English and Chinese, but all entries are in Arabic...does that mean the plant/assembly line is in the phase that yet to be fully localized?

I don't know about the first question, but on the second question, the localization rate is above 70% according to the OP. As to what that percentage entails, I have no idea.

I believe the servicemen in the pictures you are referring to are People's Armed Police (PAP) not PLA judging by their camo pattern. I'd say that in the case of the PAP it would make sense to use SMG's.
Even that's pretty debatable, and we're seeing many police forces in NA switching to rifles instead for that reason. 9x19 still penetrates a lot of stuff (which is a bad thing for police use) while also losing in most categories compared to a carbine. There are still niche uses though, like if your cruiser is too small to even fit a carbine comfortably in.
