"Why waste valuable time and resources on a 100% new design when we can look upon existing designs that currently serve a role in other similar militarises" would be their view.

It saves R&D on legitimate technologies for the long term, where as reinventing the wheel wont bring substantial improvements. Plus it would leave a wider time gap when others are going for next generation of "X" equipment. Germany did the same thing in 1880s-1920s to catch up with the UK.

According Chief Designer of Kamov design bureau , Kamov in 1995-96 developed a preliminary design of future Z-10 under a contract with the China.
The Project 941 design was not based on any Soviet-era attack helicopter project and was strictly designed for China's unique requirements, Mikheev says. "They gave us the desired weight, we discussed preliminary performance parameters, then we signed a contract and we fulfilled the contract," he says.
After Kamov completed the design, the Russian design bureau verified the design via testing. Kamov then delivered the design to China and the Project 941 concept was accepted by that country's government for further development, he says. Kamov did not participate in any further developmental work on the WZ-10, he insists.

You left out the most important part of the interview. He also said that it is a preliminary study only and Kamov doesn't not involve with the detail design and all the components are Chinese. They also said they don't any other association with the project since then

Preliminary study is quite common in the industrial world . Why the Chinese contracted out to Kamov?Because they don't have the tool to design Helicopter Unlike common variety of structural software. The simulation software to design the helicopter is not available in open market.Without it you cannot design the parameter of the helicopter. It take a long time to design software.
So the only avenue open to the Chinese is to let Kamov do the preliminary study . It is a paper machine .
You cannot design software without actually do the detail design and testing. Because the software actually take account of field experience and not just theoretical formula.
By now the Chinese should have the software to design the helicopter and the next helicopter project won't required any assistance

Some things are especially interesting in helicopters, especially construction of the rotor gearbox and the rotor blades. You cannot just judge them from photographs of the completed aircraft. The weight of the rotor gear box grows at a higher rate than the helicopter take off weight. Remember how long it took for US helicopters to reach the power and weight of the Mi-6.

More... On closer inspection, it looks quite a bit more different from the Blackhawk than the initial grainy photos might have led one to believe.
yes, it never was a "copy" of Blackhawk although many wanted to believe so. It is a "copy" of Blackhawk's field of application just like Z-10 and Apache and Euro Tiger being attack helicopter, or Honda Accord vs. BMW 3 serie sedan.

Honestly, usually I'm really against this copy bashing and even more calling a type a copy, but here in this case the relationship is much more closer than pure coincidence or field of application !

YES, the Z-20 is surely not a 1.2 copy, the differences in rotor, transmission and fuselage details are alone too great, but they are much more brothers than cousins !

Just the same, anyone looking at the two helos will simply have to note the very close similarities.

Yes, the PRC has used their own equipment with differences in the engines, transmission, and even to the body/fuselage to make it "theirs".

But there can be no doubt that the basic design is something they likes and then went about coming up with a helicopter that captured what they liked.

If you showed these next eight pictures on a US board without saying much about it, the vast majority of people on the thread would presume it was some form of a Black Hawk:
